REGULAR MEETING PROCEEDINGS
MAY 2, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, May 2, 2017, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West,
Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel
and Freske attending.
Staff present included the following;
o City Administrator Martin o Chief of Police Scott
o Parks & Recreation Director Schultz o Interim City Engineer Morast
o Recording Secretary Bodsberg
The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Martin noted that an additional Resolution was added to item 7.a.
Motion by DeBettignies. Second by Weisensel.
Motion to Adopt the Agenda as presented.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske
Nays: 0. Motion carried.

6.e. Receive Bids and Award Contract – Greystone Park Construction
Council Member Weisensel inquired about when residents will see activity in the Greystone Park.
Park and Recreation Director Schultz stated that a neighborhood meeting had taken place about a
month ago and the residents were notified that they can expect construction to start around the
second week of May and should have a majority of the park completed by the middle of July.
Motion by Weisensel. Second by Nelson.
Motion to Receive Bids and Award Contract – Greystone Park Construction.
Ayes: Nelson, Droste, Weisensel, Freske, DeBettignies
Nays: None. Motion carried.
PUBLIC HEARINGS
7.a. Adopt Assessment Roll / Receive Bids / Award Contract – 2017 Street
Improvement Project, City Project 470
Interim City Engineer Morast introduced Ms. Monica Heil to conduct a presentation.
Ms. Heil gave a brief summary and presentation of the proposed 2017 Street Improvement project.
Council Member DeBettignies questioned if the work on the Jaycee Park parking lot would be going
on at the same time as the work on Shannon Parkway. Ms. Heil confirmed that it is phased to be
going on at the same time so that there are not two different construction activities in the area.
Council Member Freske questioned when residents would be notified about the assessment
amounts. Ms. Heil stated that the final amount was actually sent out to the residents already with the
notification on the public hearings.
The public hearing opened at 7:25 pm.
Public Comments:
Larry Schaefer, 14157 Crocus Way, stated that he was very impressed by Ms. Heil’s presentation and
appreciated the information.
Motion by Droste. Second by Nelson.
Motion to close the public hearing.
Ayes: Droste, Weisensel, Freske, DeBettignies, Nelson
Nays: 0. Motion carried.
The public hearing closed at 7:27 pm.

Motion to Adopt a Resolution Ordering the Project, the 2017 Street Improvements Project,
City Project 470.

Nays: 0. Motion carried.
The public hearing opened at 7:33 pm.

Motion to close the public hearing.

Motion to Adopt a Resolution Adopting the Assessment Roll for the 2017 Street
Improvement Project, City Project 470.

Nays: 0. Motion carried.

ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council work session will be held on
Monday, May 8, 2017, at 6:30 p.m. at Fire Station #2. The next City Council meeting will be held
on Tuesday, May 16, 2017, at 7:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Weisensel, the meeting was adjourned at 7:35 p.m.
