RECOMMENDED ACTION:
1. Motion to Approve Hunting Ordinance Amendment
2. Motion to adopt a Resolution authorizing publication of a summary of Ordinance No.
2017-04 amending City Code Chapter 5, 7-5-2 & 7-5-7 relating to Hunting in the City.
SUMMARY
The owner of the undeveloped section of the Rosemount Business Park had requested that he be allowed to
conduct some hunting in the area. His ownership is approximately 168 acres. In discussions with the Police
Chief, it was felt that some hunting could be permitted within the undeveloped Business Park area, so long
as there was an adequate buffer from the public roadway and developed sites. While reviewing this topic,
staff also reviewed the adopted hunting map and made some modifications in the central portion of the City,
near Akron Avenue. Development in the area or approvals for future development, have prompted some
additional modifications to the map. Finally, because development is not uniform, staff is proposing to
modify the hunting ordinance to solely utilize a map to regulate hunting areas; whether it is bow and arrow,
gun or both. Previously the ordinance listed in narrative form properties where hunting could take place.
Use of a map will be easier to describe and would be clearer for the public. The hunting map is posted on
the City’s website.
CONCLUSION
Periodically the City should review the hunting ordinance due to changes in circumstances on lands within
the community. Because of development near Akron Avenue, and the request of a property owner, staff has
recommended modifications to the hunting ordinance. Additionally, staff is recommending regulating
hunting via map versus the current system which narrates the locations for hunting. The proposed ordinance
modifications reflect the hunting location changes and the hunting location administration.
The notice regarding modifications to the hunting ordinance has been published. The City Council is
scheduled to hold the public hearing and if there are no comments that warrant ordinance amendments,
staff is requesting the Council take action on the ordinance. Staff is also requesting that the Council approval
a resolution which allows the City to summarize the ordinance amendment rather than publish the entire
ordinance.
RECOMMENDATION
Hold the public hearing and approval of the ordinance amendment if there are no substantive requests for
modification. Approve the resolution permitting publication of an ordinance summary.

ORDINANCE RELATING TO THE HUNTING MAP;
AMENDING TITLE 7, CHAPTER 5, SECTION 7-5-2: DESIGNATED AREAS
AND SECTION 7-5-7: HUNTING MAP OF THE ROSEMOUNT CITY CODE.
THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA ORDAIN
as follows:
Section 1. Section 7-5-2. of the Rosemount City Code is amended as follows:
7‐5‐2: DESIGNATED AREAS:
For purposes of regulating the use of bows and firearms within the city, all area within the corporate
city limits is divided into certain restricted R and non-restricted NR areas. The area designated restricted
R bow and restricted shotgun, restricted bow, non-restricted, and no hunting are depicted in the
approved Hunting Restrictions Map. shall be all portions of the city west of Akron Avenue and all areas
within the corporate city limits zoned residential or rural residential. The area designated non-restricted
NR shall be all areas within the city limits except that designated restricted R.
Within the R area, there is an area designated as restricted shotgun RH. This area includes:
All portions of land zoned agriculture in the area west of Akron Avenue to Bacardi Avenue on the
north side of County Road 38, and the area west of Akron Avenue to the east of the southern half of
the eastern section line of section 21, township 115, range 19 and the northern half of the eastern
section line of section 28, township 115, range 19 north of County Road 42 to County Road 38.

Section 2. 7-5-7: HUNTING MAP The ordinance map will be replaced with the new Hunting
Map dated June 1, 2017.
Section 3. This ordinance shall be effective immediately upon its passage and publication
according to law.

A RESOLUTION AUTHORIZING PUBLICATION OF A SUMMARY OF ORDINANCE
NO. 2017 - 04 AMENDING THE CITY OF ROSEMOUNT CITY CODE RELATING TO
THE HUNTING MAP
WHEREAS, on June 6, 2017, the City Council of the City of Rosemount adopted Ordinance No.
2017 – 04 amending the City of Rosemount City Code relating to the Hunting Map; and
WHEREAS, Minnesota Statutes, Section 412.191, Subd. 4 allows publication by title and summary
in the case of lengthy ordinances; and
WHEREAS, the City Council finds that the following summary would clearly inform the public of
the intent and effect of the Ordinance.
NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Rosemount that the
City Clerk shall cause the following summary of Ordinance No. 2017 – 04 to be published in the
official newspaper in lieu of the entire ordinance:

AN ORDINANCE AMENDING THE CITY OF ROSEMOUNT CITY
CODE RELATING TO THE HUNTING MAP
During their June 6, 2017, meeting, the City Council of the City of Rosemount adopted Ordinance
No. 2017 – 04. The ordinance amends Section 7-5-2 Designated Areas and Section 7-5-7 Hunting
Map of the City Code. The Ordinance modifies the hunting districts in the City and uses the
adopted hunting map to regulate whether areas in the community allow bow, gun, both or neither in
all areas of the City. The official hunting map is posted on the City’s website and available at City
Hall.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that a copy of Ordinance No.
2017 – 04 shall be kept in the City Clerk’s office at City Hall for public inspection and a full copy of
the ordinance be posted in the lobby of City Hall for 30 days after adoption.
ADOPTED this 6th day of June, 2017, by the City Council of the City of Rosemount.
