HomeMy WebLinkAbout20170221 ESTF MinutesENVIRONMENTAL & SUSTAINABILITY TASK FORCE REGULAR MEETING MINUTES February 21, 2017 1 CALL TO ORDER Pursuant to due call and notice thereof the meeting of the Environmental & Sustainability Task Force of the City of Rosemount was called to order on February 21, 2017, at 5:35 p.m. in the Conference Room of the City Hall, 2875 145th Street West, Rosemount. Attendees included: Task Force Members in attendance included Rebecca Higgins, Kathleen Koch-Laveen, Mark Glende, Renee Burman, Vanessa Demuth, as well as City Senior Engineer Technician Derick Anderson, Interim Public Works Director John Morast. Wade Miller and Karen Malkowski were not in attendance. Logan Martin, City Administrator was a guest attendee. 2 ADDITIONS OR CORRECTIONS TO AGENDA There were no additions or corrections to the agenda 3 APPROVAL OF MINUTES Motion by Kathleen. Second by Burman. Ayes: 4. Nays: 0. Absent: 2. Motion carried. 4 PRESENTATIONS None 5 OLD BUSINESS a. RETAP No new action b. GreenCorps Project ideas for GreenCorps member could include stormwater pond condition inventory and buffer improvement initiative and city-wide leaf collection research project. The buffer initiative could include an outreach component to educate citizens living in proximity to a stormwater pond. Possibly implementing the formerly recommended Adopt-a-Wetland or Adopt-a-Storm drain. A WHEP sampling outing or volunteer REST pond cleanup day was suggested. REST agreed we should proceed with the application for a GreenCorps member. Vanessa volunteered to draft the application, route it through the remainder of the group in Google Docs through Derik. The packet is due to the council is due March 2, 2017. The council will vote to support the application on March 7, 2017. The final application is due to the MPCA on March 17, 2017. Rebecca is not able to assist with the application to prevent any conflict of interest with the MPCA, her employer. 1 c. Energy Misers Fire station 2 fixed the pop machine. 2 remaining misers in-use. RCC’s new machines coming in will have built-in misers and will be sensitive to more than just motion-sensing, including temperature monitoring, motion, etc. These will be Energy-Star rated devices. NEW BUSINESS a. Stormwater ponds – Water Subcommittee WHEP report indicates Schwartz pond, Keegan Lake, White Lake, and two others are carrying or capable of supporting fish. Met Council CAMP program and MPCA CMP lake water quality monitoring program could be used to start monitoring for chloride levels in Rosemount. The expected high level of chloride typically occurs in February. One goal of the project could be overall stormwater pond water quality improvement through education and human behavior changes along with chloride reduction in the 5 high quality ponds that support fish. We could contact WSB to target the most appropriate ponds for sampling, then target those surrounding neighbors for the MPCA monitoring program. Met Council’s CAMP or the MPCA’s advanced monitoring program could act as an improvement project once established. Rebecca will reach out to find out more about the MPCA CMP program and how we can reach out to the citizens to engage them in the program. ANNOUNCEMENTS The next meeting is scheduled for Tuesday, March 21, 2017. Success Story: Kathleen recently replaced 120’ of lighting (T12) with LEDs and received a rebate of ~$700 from the Dakota Electric Rebate program. Conservation Minnesota is putting on a Clean Water Strategy on May 6, 2017 for Dakota County. Vanessa will be attending the planning meeting tomorrow, February 22, 2017. 6 ADJOURNMENT There being no further business to discuss the meeting was adjourned at 7:10 p.m. 2
