Surface Water Management Plan - Wachter Pond Update EXECUTIVE SUMMARY Utility Commission Meeting: June 19, 2017 AGENDA ITEM: Surface Water Management Plan – AGENDA SECTION: Wachter Pond Update New Business PREPARED BY: John Morast, Interim Public Works AGENDA NO. 6.a Director ATTACHMENTS: None APPROVED BY: JM RECOMMENDED ACTION: None – informational Discussion ISSUE The City of Rosemount developed a Stormwater Management Plan in August 2007 to meet local watershed management planning requirements of the Metropolitan Surface Water Management Act and Board of Water and Soil Resources Rules 8410. It was also developed to be in compliance with the requirements of the local Watershed District and Watershed Management Organizations, Metropolitan Council requirements and applicable State and Federal Laws. Wachter is a stormwater collection pond for th the drainage area west of Robert Trail, roughly south of 140 St W and north of Chippendale Ave W. BACKGROUND Wachter Pond currently does not have an outlet for stormwater. It has an 8-foot “bounce” in typical water to the high water elevation. With the recent wet weather over the past couple of years, the water elevations in Wachter (along with most other stormwater ponds in Rosemount, have risen, sometimes dramatically. The stormwater ponds are operating in the manner they were designed and expected to, from an operational perspective. However, from a resident perspective, the pond water levels are rising and creating dead growth, added, wet areas, increased trash, etc. Many residents view and use our larger stormwater ponds as an amenity and have higher level of expectations for maintenance. As staff continues to review the stormwater program, we are working with residents to define the intent, use and maintenance of stormwater ponds, along with identifying opportunities to partner and develop ways to both continue effectively maintaining stormwater functions while providing residents means to provide their own higher level of maintenance as an amenity. Staff has met with residents along Wachter Pond and have partnered on some cleanup activities. We continue to have dialog on how to develop and enhance procedures as a “trial” project partnering with residents and hope to utilize this process on additional stormwater ponds and facilities in the future.
