1. CALL TO ORDER: Eliason called the meeting to oYder at 7:01 p.m.
2. ADDITIONS TO THE AGENDA: None
3. APPROVAL OF THE MAY 22,2017 MEETING MINUTES: MOTION by Farrell to appxove the
minutes of the May 22,2017 meeting. SECOND by Baxtz. Ayes: 7 Nays: 0 Motion passed.

6. OLD BUSINESS:
a. Parks Trails and Open Space System Master Plan—2040 Comprehensive Plan—Schultz
explained that we will be hosting open houses this summer to gather input from residents
regarding what's woxking with the current plan,what needs improvement,and what's missing. We
may also want to do a survey to ga.ther inforxnation. We are also planning to hold meetings with
stakeholders such as the Rosemount Area Athletic Association, the school district,etc.,and to
notify surrounding cities of what we axe planning. Bartz asked if updating the skate park was
included in the plan. Per Schultz, funds for updating the skate park are included in the CIP
budget. Farrell asked if a management plan for Carroll's Woods is included in the comprehensive
plan. Per Schultz,we have funding in place to be used for Carroll's Woods restoration. Once we
finish or management plan,we will hire contractors to do the restoration work. Schultz reviewed
the list of 2008 Parks,Trails and Open Space System goals and asked the Commission for their
comments regarding these goals. He explained that this plan focuses on parks, trails,and open
space in the city. Commission discussed conducting a survey as part of the plan update.They
suggested putting something on the "Next Door" site, the City's website,Facebook,etc., to get the
word out to people that we are looking for input. Schultz clarified that in the comprehensive plan,
"open space spstem"means natural spaces. After discussion, there were several changes to the
2008 goals:
• Continue to create a community that is well connected by trails,sidewalks,bike lanes,
and other pedestrian friendly amenities.
• Create and follow standards for City parks that include having a
park area within a %mile walking distance of all homes in the urban developed area of
the City. Also include more crosswalks and flashing lights at crosswalks. *Mini
I'arks are 1/8 mile,Neighborhood Patks are %mile. Schultz will bring back a plan
with 1/3 and 1/2 mile radii, and also the standards that other cities are using.
Farrell mentioned that the Trust for Public Land also has a standard they're
working on.

• Maximize efficient use of park and recreation facilities through scheduling,and the addition of
lighting,sustainable irrigation,and potential use of artificial turf.
• Adopt policies to assure a balance of facility development and an equitable allocation of fields
and facilities.
This item will be brought back to a future meeting. Schultz may try to schedule a Work Session between
Commission meetings to discuss this item further. Schultz will bring the park amenities replacement plan to
the June Commission meeting.
b. Park Boundary Markers—Currendy,the City of Rosemount has markers along easements and
no-mow areas,but not in parks. Schultz contacted several cities to find out what they do as far as
park boundary markers and included a Park Boundary Survey in the executive summary. The cities
that use markers sap the markers don't stop the problem of encroachment,but they may help by
serving as a reminder as far as boundaries. After discussing this item, the Commission suggested
dealing with encroachment on a case-by-case basis,rather than marking every park.
7. NEW BUSINESS:
a. Director's Report—The park improvement fund balance as of April 30,2017 was $574,696.10. No
dedication fees,grants or donations were received. Interest was $54.30. There were expenditures
of$3,648 for Greystone Park planning services.
Off Leash Dog Areas—Fences were installed to keep the dogs in the off-leash areas in the hockey
rinks at Jaycee Park and Bloomfield Park. The Ciry Council is also discussing adding additional off-
leash areas. One location the City Council discussed for this was the area east of the skate park.
Ailesbury Park—The park sign has been installed.
Greystone Park—Plans are moving forward,and construction of Greystone Park should begin in
early June. We are currendy accepting Requests for Proposals for the playground equipment. After
all the plans have been received,they will probably be reviewed at the Steeple Center.
Garden Plots—The garden plots are ready and people have begun planting.
UMore Ball Park—We have sent out requests for quotes for plans and specs for the second phase
of UMore ball fields.This phase includes baseball/softball fields. Schultz was recendy contacted by
the Rosemount Area Athletic Association (RAAA) because they have a record number of soccer
players, 1,200,so we may need to reprioritize this project based on what the biggest need is.
Schultz will talk to R.AAA and verify their current needs. He will also get the soccer participation
numbers for the last few years.
8. ADJOURNMENT-MOTION by Bartz to adjourn the meeting. SECOND by Speich.
