Minutes of the June 12, 2017, Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS JUNE 12, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session meeting of the Rosemount City Council was held on Monday, June 12, 2017, at 6:30 p.m. at in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Freske, Weisensel and Nelson attending. Council member DeBettignies was absent. Staff present included the following; o City Administrator Martin o City Clerk Hadler o Community Development Director Lindquist DISCUSSION 2.a. Commission Interview Mayor Droste adjourned the meeting to his office for a short Commissioner Interview. 2.b. Transportation Discussion with Dakota County City Administrator Martin introduced the County Transportation discussion. In attendance were Mark Krebsbach and Brian Sorenson, of Dakota County Transportation Department, Steve Mielke, Dakota County Director of Physical Development, and County Commissioners Joe Atkins and Chris Gerlach. 1. Arterial Connector Study Mark Krebsbach, Dakota County Transportation Director, began the conversation with the Arterial Connector Study. The City of Rosemount had adopted the study in August of last year. The study recommends a realignment of County Road 73 (Akron Avenue), such that it starts to move east and north on the north side of Rosemount. The road will be the north-south connector road through the central part of Rosemount. Mr. Krebsbach outlined the concerns of the Inver Grove Heights City Council, including potential traffic counts on Akron prior to the realignment. The county has developed phased implementation of the realignment; initially two lanes connecting to Blaine Ave. and long-term continuing north. Mayor Droste noted that the County has not addressed the Enerkem development proposal and stated that it changes the dynamic of the whole plan. Mr. Krebsbach discussed the potential turnback agreeements and the factors that will affect development and therefore the development phasing implementation. Mayor Droste suggested the County take over other roads that have a regional influence, such as 140th Street, which serves regional truck traffic. Brian Sorenson, of Dakota County, outlined the changes to the County recommendations. The City of Inver Grove Heights does not wish to pave Akron, so the design would include pavement only in Rosemount. Commissioner Atkins inquired if the Enerkem development would change the City of Rosemount's support for Scenario D Refined. Mayor Droste stated absolutely and the City does not want to pay for a road only to allow heavy trucks coming through the city. 6.a. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS JUNE 12, 2017 Council member Nelson questioned the need for expanding Akron when Highway 52 is so close. Mr. Krebsbach outlined the distribution of traffic in that area. City Administrator Martin noted that Council's concerns are what kind of traffic will be associated with Enerkem and how that might trigger the full build-out of Scenaria D Refined. Mr. Krebsbach stated he believed that Inver Grove Heights was generally supportive of the Cliff Road alignment. Steve Mielke stated he would like to make it clear that the County is not advocating for Enerkem. That is a local decision. He noted that even without the Enerkem project, the system will need relief as development continues. Community Development Director Lindquist noted that Enerkem would need to do an EAW and an EIS, so the traffic counts should be based on those. Mr. Krebsbach noted that the Transportation plans are dependent on the long-term comprehensive planning done at the cities. Mr. Sorenson discussed the traffic impacts if the Akron improvements and realignment did not take place; congestion on Hwy. 52 and close to 6-lane needs on Hwy. 3. Mayor Droste expressed concerns with Hwy. 3 being expanded to four lanes. Mr. Krebsbach noted that idea was in response to the CTIB dissolution. The County is also recommending an interim alignment based on actual traffic conditions, and would consider implications of truck traffic as part of any interim alignment. Commissioner Atkins inquired if the Scenario D Refined Interim would be supported before a long-term County plan. Mayor Droste stated he would not. Council members Weisensel and Nelson supported that statement. Commissioner Gerlach clarified that the City is no longer supportive, as they were in August, of Scenario D Refined, knowing that Enerkem is a possibility. Mr. Mielke noted that the Enerkem development is still a maybe. The Akron realignment agreement keeps that project as an option, where removing it would keep the system in the status quo. Mr. Sorenson noted that the north-south and east-west connections are tied together. One such east-west improvement would include 117th Street turning over to the County and 4-lane improvements being made. Mr. Krebsbach asked that an item be approved at the July Council meeting regarding the improvements on Akron. Moving forward, he would like to make some comparisons between the interim and the full build-out of the Akron realignment. Ms. Lindquist asked for the City be provided a draft of that plan. Commissioner Atkins asked if Rosemount would be interested in a meeting with Inver Grove Heights. 2. CSAH 33 Diamond Path & Connemara Intersection Mr. Sorenson updated the council on the potential for a roundabout at Connemara and Diamond Path. This project could potentially move to 2020. This would be the first roundabout in Rosemount. 3. CSAH 42 & Business Parkway/Biscayne Intersection Changes Mr. Sorenson discussed the traffic counts at the intersection and how those are not high enough to warrant a lighted intersection. Traffic lights can actually increase accidents. Mayor Droste asked about the intersection of Akron and County 42. Mr. Krebsbach noted that development at that intersection would make that a necessity. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS JUNE 12, 2017 Council member Weisensel inquired about the system that coordinates lights and stated he believes that might help at Biscayne. 4. Principal Arterial Study Mr. Sorenson provided information regarding a Principal Arterial Study, which would take place in the coming years. He outlined a Principal Arterial Gap Map. Rosemount staff has been invited to participate on the management team for the study. 5. Greater Minnesota Sales Tax Update Mr. Krebsbach addressed the map that outlined projects eligible for sales and use tax projects. This is possible due to withdrawing from CTIB. Two such projects are County 46 between Hwys 3 and 52, and Hwy 3 between TH 149 to North of Downtown Rosemount. Ms. Lindquist inquired if the state would contribute to Hwy 3, as well, since it is a state road. Mr. Krebsbach stated that is unknown. Mayor Droste asked if there would still be a cost-share agreement with the city. Mr. Krebsbach stated there is not a policy yet and that would be discussed at the County in July. He stated the regional (10 ton) truck highways have a 25% maximum. Council members and staff discussed various potential projects around the County. Commissioner Atkins stated the sales tax amounted to only about $15 million, while road projects were closer to $500 million. 6. Hastings/Rosemount Transit Mr. Krebsbach outlined the results of the Dakota County East-West Corridor Study. The study results make suggestions for recommended transit service. One such recommended route would be along County 42 west of Hwy. 3. The County is also examining the need for a service in the Hastings, Inver Grove and Rosemount area. The county would look to do a study to that end. UPDATES 3.a. Solar Subscriptions Community Development Director Lindquist inquired what the Council interest in increasing the amount of solar subscriptions. The subscriptions are for 25 years. The city has been contacted by a number of companies. A representative of one such company was present at the meeting. This company is offering a flat rate. Ms. Lindquist noted that if the city commits to a high percentage of their total energy use today, then it would lose the opportunity for other programs that come along. The city has committed to 40% solar to date. Council members were in support of going up to 50 - 60% in the short term. 3.b. Proposed Townhomes Ms. Lindquist described a proposed townhome development on a small parcel north of Connemara. Council was generally supportive so long as the design is consistent with the rest of the neighborhood. STAFF & COUNCIL UPDATES Councilmember Nelson inquired about a meeting with SKB that staff had attended. Mr. Martin and Ms. Lindquist gave an overview of that discussion. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS JUNE 12, 2017 Council member Freske discussed attendance at the LMC Conference and the Grand Marshal for Leprechaun Days. Mayor Droste inquired about Council interest in participating in a booth during Leprechaun Days. Mayor Droste received a letter from the Arts Council and discussed activities of arts councils in other cities and Rosemount. Council members discussed the activities and their support for the Arts Council. Mayor Droste inquired about the status of the hotel project. Ms. Lindquist gave an update of recent activities. Mayor Droste asked staff to review our policy regarding having liquor in the parks.
