RECOMMENDED ACTION: Motion to approve the purchase of playground equipment as
submitted by St. Croix Recreation with the addition of a Generational Swing and a Wobble
Sphere.
ISSUE
On March 22, 2017 staff held a neighborhood meeting to gather input from the people living near
Greystone Park about the installation of a playground at the new neighborhood park. The meeting was
very well attended and staff received a lot of valuable information. Based on this information, staff created
the attached Request for Proposal (RFP) for the playground equipment. The RFP asked playground
equipment vendors to submit a proposal that did not exceed our $70,000 budget as listed in the RFP. The
City received a total of six proposals. A copy of each proposal is included in the packet.
A review team of Parks Commission members Scott McDonald, Barb Farrell and Jim Young, Parks
Supervisor Tom Schuster and Public Works Maintenance staff member Ryan Rausch each independently
reviewed the proposals and scored each submittal. Four of the five people reviewing the proposals scored
the St. Croix Recreation submittal as the top playground proposal. Commissioner Young had the St. Croix
Recreation proposal scored as a close second to another proposal, but felt if we could add a Generation
Swing, that he would then have picked the St. Croix Recreation proposal as the top plan.
The review team felt the proposal from St. Croix Recreation had a good mix of traditional playground
equipment with the addition of some of the new atypical equipment. They also felt the submittal had a
good signature piece of equipment with the REV8, which is a climbable merry-go-round.
The Parks and Recreation Commission reviewed the proposals on Monday, June 26 and the Youth
Commission reviewed the proposals on Wednesday, June 28. Both Commissions recommended the City
Council purchase the equipment from St. Croix Recreation.
RECOMMENDATION
Staff recommends that the City Council approve the purchase of playground equipment as submitted by
St. Croix Recreation with the addition of a Generational Swing and a Wobble Sphere.
