ISSUE
At past meetings staff has updated the Port Authority on some of the projects being worked on. We
are going to start adding a formal “Updates” agenda item. This section will allow us have a quick write
up on an item, to provide context, and perhaps also have attachments for Commissioner information.
UMORE:
On Wednesday the Board of Regents received a presentation on the UMore property. The goal of the
presentation was twofold; to provide site history to new Regents (3) and acknowledge that the
University will soon release an RFP for 435 acres for mixed residential development. It is anticipated
that the RFP will be released in late July or early August.
Opus Corp contacted staff and they are continuing to work on the marketing piece for the NE corner
of the site. They reviewed preliminary information on Monday and have asked for revisions.
CANADA CIRCLE:
Staff was contacted by a representative of David Finnegan regarding the Canada Circle property and
the potential swap for the Polfus site downtown. The property market value and survey were
provided. It is expected that we’ll hear back in a couple of weeks. As a reminder to the Port Authority,
we have been contacted by several local businesses about acquisition of the Canada Circle site.
DOWNTOWN:
Staff will be meeting with a developer who would like to discuss a Downtown redevelopment project.
This is just an inquiry and a lot of additional information will be needed prior to anything moving
forward. The project would require TIF dollars and staff will need to have discussions with our TIF
expert to see how that could be structured.
The Final Draft of the Downtown Framework Update is completed. The Update will be highlighted,
along with the entire Comprehensive Plan draft land use plan at the Community meeting scheduled
for August 8, 2017 at the Rosemount Community Center.

MARKETING:
The City is again participating in the BusinessClimate magazine highlighting MN. The project is
sponsored by DEED and is one of the major Statewide marketing initiatives that the City can
participate in, specifically highlighting Rosemount. The ad mock up is attached.
Also attached is a one pager on the City’s shovel ready property. DEED is working to make the
shovel ready program more substantive than it was previously, and they have had several meetings
with participating cities to assess what benefits the State may be able to provide.
