BACKGROUND At the October 6, 2015, City Council meeting, Council received the Feasibility Report for the 132nd Street Improvement Project. No action has been taken since this meeting as the project is dependent on the construction of the adjacent Dunmore subdivision. As the Dunmore subdivision agreement and final plat were approved at the June 20, 2017, City Council meeting, and all development-related fees have now been paid, final design of the 132nd Street Improvements can now commence. The proposed project includes the upgrade of approximately 600 feet of rural gravel roadway to urban roadway along with the extension of trunk utility systems. The proposed improvements consist of: Upgrade of existing rural gravel roadway including: ▫Bituminous pavement with concrete curb & gutter ▫Storm sewer ▫Bituminous trail Extension of trunk municipal utilities including: ▫8 inch sanitary sewer ▫16 inch water main The attached proposal from WSB & Associates details the scope and fee for final design. The total estimated project cost for 132nd Street West Improvements is $426,431. The project is proposed to be funded from a combination of the following funding sources: Sanitary Sewer Core Funds, Water Core Funds, and Storm Core and Utility Funds Special Assessments to benefitting properties Only the surface and water main improvements and are proposed to be assessed to benefitting property owners. Assessments to the surrounding properties are proposed to be collected by agreement. This letter proposal outlines the services required to prepare all necessary documents to complete plans and specifications. PROJECT BACKGROUND At the October 6, 2015 City Council meeting, Council received the Feasibility Report for the 132nd Street Improvement Project. No action has been taken since this meeting as the project is dependent on the construction of the adjacent Dunmore subdivision. As the Dunmore subdivision agreement and final plat were approved at the June 20, 2017 City Council meeting, and all development-related fees have now been paid, final design of the 132nd Street Improvements can now commence. The 132nd Street Improvement Project includes upgrading the existing gravel roadway to an urban section with bituminous pavement, curb and gutter, sanitary sewer, watermain, and storm sewer. The schedule for the project is to begin construction in September 2017 and it is anticipated that construction will be completed in October 2017. PROJECT APPROACH/SCOPE OF SERVICES WSB’s project scope and proposed work plan are based on our understanding of the project as previously described and contained within the feasibility report. Following is a proposed detailed schedule:  Authorize Preparation of Plans and Specifications July 18, 2017  Receive Plans and Specifications/Ratify Ad for Bid August 15, 2017  Bid Opening August 25, 2017  Award Contract September 5, 2017  Begin Construction September 11, 2017  Substantial Completion October 31, 2017 PROPOSED FEE We propose to conduct Final Design work on an hourly basis for an estimated fee of $26,616. We will review our progress weekly and will not exceed this amount without your prior approval should the scope of the project change. This letter represents our entire understanding of the project scope. If you are in agreement, please sign on the space provided and return one original signed copy to us for our records.
