CALL TO ORDER: Eliason called the meeting to ordex at 7:02 p.m. 2. ADDITIONS TO THE AGENDA: None 3. APPROVAL OF THE MAY 22,2017 MEETING MINi7TES: MOTION by Young to approve the minutes of the May 22,2017 meeting. SECOND by Speich. Ayes: 8 Nays: 0 Motion passed. 4. AUDIENCE INPUT: None 5. DISCUSSION (Response to Audience Input): None 6. OLD BUSINESS: None 7. NEW BUSINESS: a. Greystone Park—Playground Proposals—Playground proposals were received from Flagship, Midwest Playscapes,MN/WI Playground,Miracle,Northland Recreation,and St. Croix Recreation. The cost for the project was not to exceed$70,000. The pxoposals were individually reviewed and ranked by Commissioners Farrell,McDonald,and Young,Parks Supervisor Tom Schuster,and Public Works Maintenance Staff Member Ryan Rausch. The criteria used to rank the proposals included number of play events,highest level a child can play at,number of slides,climber type,and unique features. Schultz also brought all of the proposals to the Commission meeting and reviewed each proposal with all of the Coinmissioners. Based on the results of those who had reviewed and ranked the proposals earlier,the top pick was St. Croix Recreation.The score sheets were all very similar as far as ranking order. A unique feature in this plan was a climbable,merry-go-round. After review by all of the Commissioners and further discussion,St. Croix Recreation was still the top pick,with the addition of a generation swing,and a rotating sphere-rider (in place of one of the spring-type pieces of play equipment). The color of the playground equipment was also discussed. At the neighborhood open house in March,residents had asked for neutral colors for the playground. Schultz provided a photo of playground equipment at a park in Lakeville that had a color scheme of dark brown,lime green,army green,and black. The Commission felt that colors sirrvlar to these would be good for Greystone Park. MOTION by Young to recommend that we accept the proposal for the purchase of equipment from St. Crou{Recreation with the addition of a generation swing and rotating sphere-rider,and that nature-based,neutral green,brown, tan and black colors be used. SECOND bp Farrell. Ayes: 8 Nays: 0 Motion passed. b. Director's Report—The park improvement fund balance as of May 31,2017 was $714,813.54. Dedication fees of$146,200 were received. No grants or donations were received. Interest was $47.20. There were expenditures of$6,129.76 for Greystone Park planning services and Ailesbury Park picnic tables. Spring Clean-Up— This event was held on May 20. Despite the bad weather,310 vehicles brought items to the clean-up. New this time was a paper-shredding event during the clean-up. - 1 - PARKS & RECREATION COMMISSION June 26, 2017 Regular Meeting Tree Plantings—As part of the Living Legacy program,Youth Commissioners planted three trees, a Catalpa,an Ohio Buckeye and a Merrill Magnolia,at the disc golf course at Brockway Park. Ground Pounders—This running series of runs sponsored by South of the River Recreators started in earlp June. Rosemount's Run for the Gold is the sixth race in the series,and will take place on Saturday,July 22. Girl Scout Gold Award Project—Recendy Girl Scout Rachael Nielson built three Little Free Libraries in Rosemount. The libraries are located at Jaycee,Camfield and Family Resource Center Parks. Greystone Park Construction—Park construction started on June 13. RAAA Board Meeting—Due to an increase in soccer and lacrosse field needs vs. baseball and softball needs,RAAA is asking that we finish Phase 2 (4 fields) at the Flint Hills Resources Athletic Complex project at$2.4 million before the UMore Ball Fields project ($1.6 million) which was originally scheduled to be completed first. The question is where do we find funding for the Flint Hills Phase 2. Right now we do not have funds in the Parks Improvement fund. RAHA—RAHA is continuing to negotiate with Inver Grove Heights Ice Arena regarding ice scheduling. The RAHA board is going to look at the schedule later this week and decide what makes sense for them.
