ATTACHMENTS: Summary Memo of RAAA request APPROVED BY: LJM RECOMMENDED ACTION: Discuss the timing of park projects as it relates to a request received by RAAA. BACKGROUND Staff remains in regular contact with our youth athletic organizations to ensure that their facility needs are being considered in our long-range planning. Through the course of those conversations, the leadership of the Rosemount Area Athletic Association (RAAA) conveyed a desire to alter the City’s long-range plan for the completion of fields. RAAA reports that soccer, lacrosse, and football have increased needs for field space recently as compared to baseball and softball. In light of that reality, the RAAA Board is requesting that the City consider completing the fields at Flint Hills Park prior to UMore Park. This proposal has some financial ramifications as the project at Flint Hills is more costly, and staff will present more specific details about costs and potential project timing at the work session. The attached memo incorporates the full request of the RAAA Board, and this document will guide our presentation and discussion with the City Council at the work session. RECOMMENDATION Discuss and provide direction. 2 MEMORANDUM To: Logan Martin, City Administrator From: Dan Schultz, Director of Parks and Recreation Date: July 28, 2017 Subject: Recent meeting with RAAA Board The four items below is information that was sent to me after I attended the June 2017 RAAA Board Meeting. The RAAA Board is requesting: 1. RAAA would like to see the City switch the priorities for the fields to first complete Flint Hills fields before UMore Park fields. There needs have elevated more in regards to soccer, lacrosse and football relative to baseball and softball. We've had some success securing some new space and ISD196 has made some improvements to some baseball/softball fields to allow us to utilize them more often. This has relieved some of the strain for those fields, although it still continues to be a high need for us. 2. RAAA would like to see the completion of covered dugouts at the two Winds park fields as well as the baseball field at Bloomfield Park. City Staff thought the price of these was $6,000 - $8,000/pair of dugouts so a total price range of $18,000 - 24,000. RAAA would be willing to contribute 50% of the costs of those three pairs of covered dugouts up to $12,000. We would ask that construction start this fall/winter and that they would be completed for the 2018 season. We are excited that both Erickson and UMore fields have money for covered dugouts, including DCTC's contribution for one of the UMore fields. 3. With both Flint Hills and UMore Park, we again want to express our interest in getting the concession stands/bathrooms completed at the same time the fields are completed. With 7 fields at Flint Hills, it would be great to have a concessions stand and permanent bathrooms vs. portables. Also once UMore is complete we also feel it's important to have that completed as well. 4. John Duchscherer and Jon Launstein from the RAAA board will be reaching out to you to schedule a discussion with their facilities committee along with you and Logan. We would be interested in partnering with the city on a capital campaign to move all of these projects forward more aggressively. RAAA would work with you to assist in a fundraising campaign and we want to be coordinated with the city.
