HomeMy WebLinkAbout20170417 UC Minutes UTILITY COMMISSION REGULAR MEETING MINUTES April 17, 2017 ANNUAL MEETING Issuance of Oath – Vanessa Demuth CALL TO ORDER Pursuant to due call and notice thereof the regular Utility Commission meeting of the City of Rosemount th was called to order on March 20, 2017, at 5:33 p.m. in the Conference Room of the City Hall, 2875 145 Street West, Rosemount. Commissioner Connolly called the meeting to order with Commissioner Demuth, Rosemount Mayor Droste, City Administrator Martin, Public Works Interim Director John Morast, Public Works Coordinator Christine Watson, Recording Secretary Erin Fasbender, ESTF Member Renee Burman, WSB Engineer Bill Alms. ADDITIONS OR CORRECTIONS TO AGENDA AUDIENCE INPUT APPROVAL OF MINUTES Motion by Demuth Second by Connolly Motion to approve the minutes of the March 20, 2017 Utility Commission meeting. OLD BUSINESS 6.a. MCES Water Efficiency Rebate Morast informed the commission that the City of Rosemount is one of 19 metro cities that was awarded a Water Efficiency Grant from Metropolitan Council Environmental Services (MCES). The city contributed $3,000 to the program and the Met Council provided $9,000 initially. Met Council notified staff on April 17, 2017 that additional funding is available due to the city’s depleted funds and several other cities unable to use their entire funds. Met Council encouraged the city to apply for additional funding which can be used until depleted or June 30, 20107. Staff is requesting to amend our current request and to continue to apply for an additional $20,000 and then reapply for potential additional funding July 1, 2017. Staff plans to advertise the additional fundings once available by putting it on the city website, social media and advertising at public events. Motion by Connolly Second by Demuth Motion to apply for additional funding and re-apply for additional grant funding if the program is renewed by the MCES. 7. NEW BUSINESS 7.a. 2017 MS4 Scope of Services Morast provided on overview on the MS4 Scope of Services that WSB started several years ago. This is the fourth year for which WSB has provided services to assist City staff with implementation and administration of the MS4 General Permit requirements. Tasks 2.5 (GIS Updates) & 2.6 (Bathometric Pond Inspections) were additions this year along with minor updates with staff training. Alms discussed the updates from the previous years and discussed the processes of the reports. Commissioner Demuth is concerned about her pond at her residence along with her neighbors on when their pond will be dredged. Historically there have been several buffer projects and minor dredging done in the past. Off-hand there is no known full dredging that has occurred for Rosemount ponds. Alms provided a full overview of the services provided and also noted how the samples that are collected are noted in the report. Connolly stated the services look familiar to him and it is standard to what has been completed in the past. Next year WSB will put together a full report concluding the 5 year program. Motion by Connolly Second by Demuth Motion to recommend City Council approve the 2017 MS4 Scope of Services 7.b. 2017 Water Quality Monitoring System Morast stated this item is a follow up on last year’s activity. Alms presented and answered questions from the commission regarding the 2016 Rosemount MS4 Pond Monitoring Program. The main goal of this program is to meet the City’s general MS4 permit requirements. Additional goals would be to guide upcoming watershed and City stormwater plan updates, along with several other items which Alms discussed. WSB is proposing to continue monitoring the 2016 items through 2017. Alms discussed the total number of monitoring activities and their locations along with their results. One result shows the rainfall to runoff ratio is .08 to .37, the average is .21, Alms discussed the meaning of this and also confirmed the rainfall data is collected by two rainfall collectors in the city. Wachter Pond was discussed and its elevation levels. Morast discussed his visit to Wachter Pond with Mayor Droste as Demuth has received several complaints regarding Wachter Pond. Morast intends to share this report with the Wachter Pond residents that he met with as it should provide valuable information to them. Another topic mentioned was the smart meter capabilities and Mayor Droste had questions regarding if a smart meter would be in line with our city ordinance regarding lawn watering. Morast confirmed that until everybody has a smart meter, we can’t change an ordinance. Connolly suggested we look into this item in the future and see if there are any other cities that have changed their ordinances due to smart meters. Alms reviewed the 2016 Chloride Results as Demuth mentioned a possible typo for the maximum standard value in the presentation, Alms plans to review this and correct if necessary. To answer any potential questions regarding the report, Alms suggested reviewing our Surface Water Protection Plan as it will provide information on how do we identify, monitor, and report chloride, lead, phosphorus, etc. One improvement suggestion mentioned was to monitor Cub Foods and their salt usage as it may have an impact on stormwater quality. Staff suggested we look into the usage and see if there are any programs available for commercial users to encourage them to use less salt. Demuth informed all of the GreenCorps intern that Environment and Sustainability Task Force (ESTF) applied for and asked staff if there may be any potential opportunities for he/she to be of use to the city. 8. PRESIDENT’S REPORT None 9. EXECUTIVE DIRECTOR’S REPORT 9.a. City Projects Update  Well 16 design for well house is underway and to be constructed by end of 2016.  Horseshoe Lake Lift Station is complete.  2017 Street Improvement Project will be done in 3 phases.  Wells 4 & 5 - 4 is complete except for transducer. Sealing of 5 is to be completed.  Parking Lot Improvements all to take place this summer 9.b. 2017 Well Pumping Report Slight decrease in usage compared to past years, but currently we are similar to last year’s pumping. The plan for Well 12 is to start pumping in the next few months. 10c. Set Next Meeting Agenda for May 15, 2017 If available, Morast will present Wachter Pond update. OTHER UPDATES th Watson informed commissioners of the Rosemount 5 grade class visiting and going on a tour to our water tower and the puppet show Parks & Rec will be presenting over this summer regarding water conservation with the assistance of Public Works.
