1. CALL TO ORDER: Elia.son called the meeting to oxder at 7:00 p.m.
2. ADDITIONS TO THE AGENDA: New Business b. Restoration of Carroll's Woods
3. APPROVAL OF THE JUNE 26 22,2017 MEETING MINUTES: MOTION by Young to
approve the minutes of the June 26,2017 meeting. SECOND by Nelson. Ayes: 7 Nays: 0 Motion
passed.

6. OLD BUSINESS: None
7. NEW BUSINESS:
a. Freedom Trail of America—This month's packet included the latest plan from the Veterans
Memorial Walk group. This plan includes stations,each with a statue, for the following: the Red
Bulls,and 10 additional statues (one for each of the first 10 amendments). The intent is to honor
veterans and the country,and create something focusing on people who have served the country.
The eacisting monument at Central Park honors veterans of all wars and includes the names of
Rosemount service people who have died in conflicts/wars. The Commission discussed the plan
and had several comments/questions: The Red Bulls statue and the 10 amendments seem to be
two different themes;statues in the new plan are not family-friendly and there are too many of
them;is there a more cost-effective way to do this;not every person who lives in Rosemount has
served as a Red Bull,and other branches of the military are not included in the pla.n;versions of the
plan from several years ago that focused on sacrifice and tied that to the amendments may have
been more appropriate;is there a way to make the plan educational;have the V.F.W. and American
Legion been approached for their input;the current plan doesn't seem particulaxly related to
Rosemount;could something be done to honor each of the five branches of the military; are we
talking about the constitution or those who defend it. Schultz will share the thoughts of the
Commission with the group. There was no motion on this item.
b. Parks,Trails and Open Space Systern Master Plan—2040 Comprehensive Plan—Schultz
explained what the Community Characteristics (included in the packet) section of the plan is. He
reviewed each of the items included in this section. T'he Commission asked how the McMenomy
property fits in with the plan,if any of it is available for preserving,if it would be possible to bring
this to the attention of the City Council and if Schultz can find out if a developer is talking to them
about their land.The Commission asked if information on greenways could be included. There
were some items that needed updating as far as the Gopher Ordinance Works under the Historic
and Cultural Resources heading. Bartz pointed out typos in the Community Characteristics. Schultz
noted that the Demographic Comparison needs to be updated. It was asked if Schultz could
include statistics on the drastic aging of residents of Dakota County. Schultz will get information
from the Counry in order to update the Demographic Comparison chart in the Community

Characteristics section and bring this section back to a future. There will be a meeting in the
Rosemount Community Center Banquet Hall on Tuesday,August 11 where we'll be looking at
land-use maps and the last Parks Master Plan and asking for input from those who attend.
c. Director's Report—The park improvement fund balance as of June 30,2017 was $714,309.66. No
dedication fees were received. No grants or donations were received. Interest was $57.12. There
were expenditures of$560.00 for Greystone Park planning services.
Senior Adult Trip—Forty-five seniors from Rosemount,Lakeville and Farmington toured the new
Vikings stadium in June.
Splash Pad—Rosemount's splash pad was recently identified by Care.com as being rated one of
the top 10 splash pads in the metro area. The splash pad has been very busy this suxntner.
Inver Grove Heights Ice Partnership—The Rosemount Area Hockey Association is still talking
about this and trying to work out what the best arrangement would be for them.
Greystone Park—Construction is moving along. We expect it to be completed by the end of August.
Volunteer Opportunity—Farrell asked if any of the Commissioners would be willing to volunteer
for help with removal of Japanese hedge parsley and other invasive plants in Carroll's Woods.
8. ADJOURNMENT-MOTION by Bartz to adjourn the meeting. SECOND by Farrell.
