RECOMMENDED ACTION: Motion to approve issuance of Temporary On-Sale
Intoxicating Liquor License to the Church of St. Joseph for the dates September 15 &
September 16, 2017, for the indoor premises located at 13900 Biscayne Avenue.
SUMMARY
Minnesota State Statute 340A.404, Subdivision 10, states “the governing body of a municipality may issue
to (1) a club or charitable, religious, or other nonprofit organization in existence for at least three years… a
temporary license for the on-sale of intoxicating liquor in connection with a social event within the
municipality sponsored by the licensee. The license may authorize the on-sale of intoxicating liquor for not
more than four consecutive days, and may authorize on-sales on premises other than premises the licensee
owns or permanently occupies. The license may provide that the licensee may contract for intoxicating
liquor catering services with the holder of a full-year on-sale intoxicating liquor license issued by any
municipality.”
The Church of St. Joseph has submitted an application for a Temporary On-Sale Liquor License for the
sale of liquor during their Harvest Festival. The event will take place the evenings of Friday, September
15, and Saturday, September 16, 2017, between the hours of 6 – 10 pm. The event will take place inside
the church at 13900 Biscayne Avenue.
St. Joseph’s is planning to hire out the service of the liquor to Celt’s Pub.
RECOMMENDATION
Staff recommends approval of the above-stated motion.
