HomeMy WebLinkAbout20170815 CCM RMROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 15, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, August 15, 2017, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel, and Freske attending. Staff present included the following; o City Administrator Martin o City Clerk Hadler o Director of Public Works/City Engineer Erickson o Chief of Police Scott o Parks & Recreation Director Schultz o Fire Chief Schroeder o Community Development Director Lindquist o Finance Director May o Communications Coordinator Cox The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Martin stated there were no proposed changes to the agenda. Motion by Weisensel. Second by Nelson. Motion to Adopt the Agenda. Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3.a. Commendation for State Track & Field Champion Mayor Droste introduced Shae Buchman, state champion in the 100-meter hurdles competition for double-A schools. Mayor Droste presented Ms. Buchman with a certificate of recognition from the City. PUBLIC COMMENT CONSENT AGENDA Motion by DeBettignies. Second by Nelson. Motion to Approve the Consent Agenda. a. Receive Plans & Specifications / Ratify Ad for Bid - 132nd Street West Improvements, City Project 465 Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: None. Motion carried. PUBLIC HEARINGS OLD BUSINESS NEW BUSINESS 9.a. Conditional Use Permit for a Commercial Event Center in the AG-Agricultural Zoning District Community Development Director Lindquist gave an overview of the permit application at hand. The Council amended the City Code at the last meeting to allow for this type of conditional use permit. Ms. Lindquist reviewed the new standards and how the property owner has or will meet those conditions. The conditional use permit runs with the property in perpetuity, so the standards need to meet the needs of the city as it develops over time. Council member Nelson inquired about the need for fencing around the patio. Ms. Lindquist clarified the need for some sort of demarcation of where liquor may be served, which does not necessarily have to be a fence, and the property owner supports the need for this. Council member DeBettignies inquired about neighboring houses and noise ordinance. Ms. Lindquist stated the conditions would be the same as for noise ordinance. Council member DeBettignies asked about impacts to the tree stands. Ms. Lindquist noted the owners planned to use the existing vegetation for screening. Mayor Droste noted the public hearing that took place at the last Council meeting and earlier discussions at the Council Work Session. Motion by Weisensel. Second by DeBettignies. Motion to approve a resolution allowing a conditional use permit for a commercial event center in the AG-Agricultural zoning district. Ayes: DeBettignies, Droste, Weisensel, Freske Nays: Nelson. Motion carried. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS AUGUST 15, 2017 ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on Tuesday, September 5, 2017, at 7:00 p.m. The next City Council work session will be held on Monday, September 11, 2017, at 6:30 p.m. {Later moved to September 12, 2017} ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Weisensel, the meeting was adjourned at 7:18 p.m. Respectfully Submitted, Clarissa Hadler, City Clerk
