Minutes of the September 12, 2017, Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS SEPTEMBER 12, 2017 CALL TO ORDER Pursuant to due call and notice thereof a work session meeting of the Rosemount City Council was held on Tuesday, September 12, 2017, at 6:30 p.m. at Rosemount City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order at 6:38 pm with Council Members Nelson and Weisensel attending. Council members Freske and DeBettignies were absent. Former Council member Demuth was also in attendance. Staff present included the following; o City Administrator Martin o City Clerk Hadler o Fire Chief Schroeder o Chief of Police Scott o Community Development Director Lindquist o GIS Coordinator Menza DISCUSSION 2.a. GIS Presentation Community Development Lindquist introduced Aaron Menza, GIS Coordinator, who presented a number of projects he's been working on. Mr. Menza reviewed the various applications in the GIS system, starting with the Parks & Trails map. Ms. Demuth and Council member Nelson asked if the trail map could distinguish between concrete and bituminous. Mr. Menza stated that was a possibility. Council member Weisensel inquired about the possibility of adding photographs. Ms. Lindquist stated that would be possible in the detail view. Mayor Droste inquired about the ability to track traffic to the site. Mr. Menza stated that this is something staff has started to do more of. Mr. Menza next showed a map for current development sites. Mayor Droste asked if the data was dynamic. Ms. Lindquist responded that staff needed to update it manually. Council members asked various questions regarding the development map. Mr. Menza next showed the Construction Projects map, which shows road and utility data. Council member Weisensel inquired about status information on city projects. Mr. Menza stated he could link to a status page on the city website if one was available. Mr. Menza showed the Zoning Map and address search feature. Mr. Menza showed a few other projects he is currently working on. The Citizen Feedback Reporter shows comments and allows user to attach a map spot to the comment. Users can then like, dislike, or comment on the submissions. Mr. Menza showed a comparable tool at the City of Inver Grove Heights. Council member Nelson expressed concerns that the use of positive and negative symbols will give a negative perception of the community if there are too many negative comments. Ms. Lindquist stated that staff plans to launch this tool soon. 6.b. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS SEPTEMBER 12, 2017 Council member Nelson suggested a map for where people planted their tree after the tree giveaway in the spring. Council member Weisensel suggested a Little Free Library addition to the Parks & Trails map. Mr. Menza showed an "Explore Rosemount" map, that utilizes demographic data available through ESRI. City Administrator Martin noted the ability to create a custom map for a potential developer based on a particular location. Mr. Menza showed an Incident Map for the Police Department. The layer list allows a user to show the types of incidents. Each point shows the details of each call. Chief of Police Scott explained the gaps in the Lexus-Nexus map that caused him to request this tool for internal use. Mr. Menza showed the DataLink map, which is similar to the County's GIS map, but with more information. The tool was built and updated by WSB. The map has data for sewer, stormwater, water, signs, property data, aerial photography, contours, etc. This tool is for internal use only. Ms. Lindquist noted that the city has renewed the maintenance contract with WSB because staff utilizes the system regularly and it is the most robust they have found. Council member Weisensel inquired if staff sees any gaps or opportunities for additional uses. Mayor Droste asked about creating feedback loops so people can rate the cities customer service. 2.b. Process Improvement Committee City Clerk Hadler provided information regarding the Process Improvement Committee; it mission, roles and goals. She provided information on Laserfiche Forms & Workflow and various processes that have been made more efficient and paperless using these tools. 2.c. Polco City Administrator Martin reviewed the costs of Polco, a web survey tool, and asked for Council feedback on the product, which was utilized for a brief survey during Leprechaun Days. Council member Nelson provided positive feedback based on the number of responses that were received. Mayor Droste noted the difference between Polco and a statistically significant survey. Council members discussed the validity of different surveys and how to properly utilize the information gained from Polco. Council member Weisensel suggested improvements in usability and training. Council members were generally supportive of its use. Mr. Martin said staff would just continue to research and potentially implement a trial run. STAFF & COUNCIL UPDATES Chief of Police Scott noted the new ID system being implemented by the PD, which will spread to the entire organization. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS SEPTEMBER 12, 2017 City Clerk Hadler inquired about a preference for rescheduling the Nov. 7th meeting due to the school board election. Council members were supportive of 5:00 p.m., but it will depend on the number of agenda items because Minnesota Statute requires that it be done by 6:00 p.m. Community Development Director Lindquist stated that Spectro Alloys may be purchasing some equipment and that they might like apply for financing through a state program, for which the city would be the conduit and reporting agency. Mayor Droste expressed concerns about the company's safety record and pollution. Council member Nelson asked for more information. Ms. Lindquist noted that Steve Heidenreich has resigned from the Planning Commission. The Commission is now at 5, which was the number of commissioners before the Council raised it this year. Fire Chief Schroeder noted that the Fire Department received a $362,000 grant to replace air packs. Council member Weisensel noted that he and Emmy Foster presented at the League of Minnesota Cities regarding the Youth Commission. He encouraged Council members to provide feedback to Mr. Martin regarding the ArtsLab survey. Council member Nelson noted he attended a very large food truck event in Eagan. He requested staff invite Tim from DCTC to provide an update on the school. He noted that Rosemount Council won the trap shoot with Eagan. Mayor Droste shared information on some upcoming community events. He said it would be nice to get reminders of events out to city employees on a regular basis. He discussed the need for long term focus on housing; higher density and those for aging adults. Ms. Lindquist stated she had inquired about this type of product with Lennar and they stated they cannot make it work here at this time. Ms. Lindquist noted that the School District changed their bus routes and that now the buses will be going up Canada. Chief Scott mentioned that the PD employees will be wearing pink patches in October for breast cancer awareness.
