RECOMMENDED ACTION: Motion to approve issuance of One Day Temporary
Consumption & Display Permit to Our Savior Lutheran Church for the date September 23,
2017, for the indoor premises located at 14980 Diamond Path.
SUMMARY
Minnesota State Statute 340A.414, Subdivision 9, states “A city may issue a one-day permit for the
consumption and display of intoxicating liquor under this section to a nonprofit organization in
conjunction with a social activity in the city sponsored by the organization. The permit must be approved
by the commissioner and is valid only for the day indicated on the permit. The fee for the permit may not
exceed $25. A city may not issue more than ten permits under this section in any one year.”
Rosemount City Code 3-1-3-1-Q allows for this type of license. “Consumption and display permits may
be approved by council for issuance by the commissioner in accordance with the provisions of Minnesota
statutes, section 340A.414, for the consumption or display of intoxicating liquor or the serving of any
liquid for the purpose of mixing with intoxicating liquor.”
Our Savior Lutheran Church has submitted an application for a One-Day Temporary Consumption &
Display Permit for a wedding reception in their gymnasium on September 23, 2017. A consumption &
display permit allows others to bring alcohol to their establishment for consumption. The church
organization may not purchase alcohol to serve and the organization may not serve alcohol purchased by
others. The couple plans to serve wine with the reception dinner.
RECOMMENDATION
Staff recommends approval of the above-stated motion.
