Mayor and Clerk to enter into the Agreement
SUMMARY
As part of the Greystone 5th Addition discussion it was noted that there was a rural parcel along Bonaire
Path that was not part of the preliminary plat, but was surrounded by the plat to the south . At that time,
staff had discussed with the property owner and the developer about bringing public utilities to the site. It
has now been confirmed that the existing septic and well will be removed and public utilities will be
brought into the property. In fact, the access to the site will also be modified so that it gains access from
the new road.
Because the parcel was initially rural, no area charges or connection charges were paid for the urban
services. Staff has developed an agreement that allows the property owner to pay one connection charge
and ½ of the area charges for the property with the remaining to be paid when the property develops or if
the site is further subdivided. The agreement lays out the fees and the assessment perimeters, which are
consistent with other single family lot assessments. The developer and the property owner have their own
private agreement about who is doing what work and the payment structure for the utility, grading and
driveway work. It is intended that this work will commence shortly after Council approval of the
agreement.
BACKGROUND
The preliminary plat for the Greystone 5th Addition was approved in October 2016. Since that time, there
have been several final plats approved for the neighborhood and public infrastructure installed.
RECOMMENDATION
Staff is recommending a motion to approve the agreement to pay area and connection charges between
the City of Rosemount and Darren and Deanna Johnson, and authorize the Mayor and Clerk to enter into
the agreement.
