Parks, Trails and Open Space System Master Plan - 2040 Comprehensive Plan P ROSEMO EXECUTIVE SUMMARY PARKS AND RECREATION COMMISSION Parks and Recreation Commission Meeting: September 25, 2017 AGENDA ITEM: Parks, Trails and Open Space System AGENDA SECTION: Master Plan —2040 Comprehensive Plan Old Business PREPARED BY: Dan Schultz, Parks and Recreation AGENDA NO. Director 6 a. ATTACHMENTS: None APPROVED BY: dls RECOMMENDED ACTION: None, discussion only. ISSUE The City of Rosemount is in the process of working to create our 2040 Comprehensive Pla.n. Cities, townships and counties in the seven-county metro area prepaxe comprehensive plans as required by the Metropolita,n Land Pla.nning Act.The Metropolitan Council requires cities to upda,te their Comprehensive Plan every ten years, so our most recent pla,n was a 2030 Comprehensive pla.n that was adopted in 2009. The Compxehensive Pla.n defines the expected residenrial, commercial and industrial development and contains forecasts fox population, household and employment growth through the year 2040.There are several components that make up the Comprehensive Plans including a chapter on Parks,Recreation, Tra.ils and Open Space. The City's current Parks,Trails and Open Space System Master Pla,n was completed in 2008 as part of the 2030 Comprehensive Pla.n. Staff expects that the woxk we will be doing to create a new 2018 Parks Master Plan will be only an upda.te to out 2008 plan and not a complete rewrite. A majority of the work will be completed in-house by Parks and Recreation staff, with input from the Parks and Recreation Commission and the geneYal public. The Commission has reviewed sections one,two and three of the master plan and now will be preparing for section four of the ma,ster plan which is the Needs Assessment and Recommenda.tions portion of the pla,n. Section four focuses on soliciting community input, leaxrung of local needs, reviewing growth forecasts and recreation trends. This information is used in conjunction with the framework sta.ndards to define existing and futute paxk needs. Staff would like for the Paxks and Recreation Commission to discuss a couple of da,tes this fall to host open houses to gather input from xesidents. It would be beneficial if Commission members could attend the open houses and heat the feedback we xeceive first hand.
