RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Preparation of a
Feasibility Report for the 2018 Street Improvements Project, City Project 2018-01.
BACKGROUND
The approval of the attached resolution is the initial step in moving the 2018 Street Improvements Project,
City Project 2018-01 forward. This resolution orders the preparation of a feasibility report which is a
necessary step under the Minnesota Statutes Chapter 429. This chapter specifies the actions that must be
taken in order to assess property owners for all or a portion of the cost of local improvements.
The attached map identifies the roadways proposed to be evaluated in the 2018 feasibility report. The
following information will be included in the report:
• Existing conditions with detailed information on the existing materials
• Proposed improvements
• Detailed cost estimates and proposed funding sources
• Estimated assessments
The engineering department will be using the general municipal consulting pool to request quotations for
the preparation of the Feasibility Report. This includes the following activities:
• Preparation of feasibility report
• Conducting one public informational meeting
• Public coordination including the preparation of informational letters, invitations, web page
updates, and response to resident questions and inquiries
• Presentation of final reports for City Council meeting
SUMMARY
Staff recommends Council approval of the attached resolution to authorize the preparation of a feasibility
report for the 2018 Street Improvements Project.

A RESOLUTION AUTHORIZING THE PREPARATION
OF A FEASIBLITY REPORT FOR THE
2018 STREET IMPROVEMENT PROJECT
CITY PROJECT 2018-01
WHEREAS, it is proposed to improve the following streets with a mill and overlay:
• December Trail between Diamond Path Road and Shannon Parkway
• December Court between December Trail and the cul-de-sac
• Dartmoor Court between December Trail and the cul-de-sac
• Daybreak Avenue between December Trail and 152nd Street W
• Danville Avenue between December Trail and 153rd Street W
• Dewberry Court between 152nd Street W and the cul-de-sac
• Darjeeling Court between 152nd Street W and the cul-de-sac
• 151st Street W between Danbury Avenue and Shannon Parkway
• 152nd Court W between Danbury Avenue and the cul-de-sac
• 152nd Street W between Diamond Path Road and Darjeeling Path
• 153rd Street W between Darjeeling Path and Shannon Parkway
• 154th Court W between Danbury Avenue and the cul-de-sac
• Darjeeling Path between 152nd Street W and 155th Street W
• Danville Avenue between Darjeeling Path and 155th Street W
• 155th Court W between 155th Street W and the cul-de-sac
• 155th Street W between Diamond Path Road and Danbury Avenue
• Danville Avenue between 151st Street W and 156th Street W
• 158th Court W between Danville Avenue and the cul-de-sac
• 158th Street W between Danville Avenue and a point approximately 520 feet east
• 159th Court W between Danville Avenue and the cul-de-sac
• Dakota Drive between Danville Avenue and a point approximately 350 feet east,
and;
WHEREAS, it is proposed to assess the benefited property for all or a portion of the cost of the
improvement, pursuant to Minnesota Statues, Chapter 429, and;
WHEREAS, the City Council of the City of Rosemount deems it necessary to investigate the
feasibility of the 2018 Street Improvement Project (City Project 2018-01).
NOW THEREFORE BE IT RESOLVED, that the proposed improvement be referred to the
City Engineer for study and that the City Engineer is instructed to report to the Council with all
convenient speed advising the Council in a preliminary way as to whether the proposed
improvement is necessary, cost effective and feasible; whether it should best be made as proposed or
in connection with some other improvement; the estimated cost of the improvement as
recommended; and a description of the methodology used to calculate individual assessments for
the affected parcels..
