RECOMMENDED ACTION: Motion Supporting Dakota County’s Submission of a Local
Road Improvement Program (LRIP) grant application.
BACKGROUND:
Dakota County has requested a letter of support for their submission of a Local Road Improvement
Program (LRIP) grant application to the Minnesota Department of Transportation (MnDOT). Their
project is for the reconstruction of Akron Avenue between Bonaire Path and the northern city limit.
The City of Rosemount is also requesting a LRIP grant from MnDOT as part of a separate agenda item at
the October 17, 2017 Council meeting. As part of that application, the City has requested a letter of
support from Dakota County. It is anticipated that will be acted upon at Dakota County’s October 31,
2017 board meeting.
City support of this application is logical as it has the potential to reduce the required city funding for the
reconstruction of Akron. The final design standard and cross section have not been completely
established, but it anticipated that it will be similar to the existing three lane cross section on the southern
portion and transition to two lanes on the northerly end.
It should be noted that the County will not begin design work until the approval of the Pine Bend Arterial
Connector Study which is anticipated to be acted upon at the County’s Physical Development Committee
meeting in November 2017.
SUMMARY:
Staff recommends Council support the Dakota County’s Local Road Improvement Program grant
application for the reconstruction of Akron Avenue.

Re: Local Road Improvement Program for Akron Avenue Improvements.
Dear Mr. Rezac:
The City of Rosemount is providing this letter to indicate its support of Dakota County’s Local
Road Improvement Program funding application for reconstruction of Akron Avenue from Bonaire
Path north to the Rosemount city limit.
The City of Rosemount currently has a number of developments occurring along and near Akron
Avenue. Additionally, it anticipates that there will likely be additional development to the north of
Bonaire Path which will benefit with the addition of paved road access. This project will also benefit
the current homeowner near the northern city limit as a number of the homes are currently on local
paved streets.
Additionally, the City of Rosemount has a related project along Bonaire Path from the intersection
with Akron Avenue to the east. Rosemount commits to coordinating with Dakota County on both
of these projects in order to maximize efficiency and minimize impacts on the traveling public along
both of these roads.
The City of Rosemount supports this request for Local Road Improvement Program funding for
this project within the city limits.
