ATTACHMENTS: Resolution APPROVED BY: LJM RECOMMENDED ACTION: Motion to Adopt a Resolution Authorizing the Submission a Local Road Improvement Program (LRIP) grant application. BACKGROUND: The Minnesota Department of Transportation (MnDOT) Local Road Improvement Program (LRIP) grant application was recently opened and is available to provide funding assistance for constructing local roads. Projects are selected through a competitive solicitation process using the following criteria: • Regional significance of the route. • Effectiveness of the project in eliminating a transportation deficiency. • Population positively impacted by the project. • Project contribution to other local, regional, state, economic development or redevelopment efforts. • Ability of the local government to adequately provide for the safe operation and maintenance of the facility upon project completion. • Availability of other state, federal and local funds. For this grant cycle there is approximately $25.3 million dollars available and maximum request for a state aid city like Rosemount is $1,000,000. Projects must be approved for construction bidding by June 2020. Additionally, the City Engineer has requested a letter of support from Dakota County on this project. That letter is awaiting board action at the October 31, 2017 meeting. This funding can be used for the full cost of the project or leveraged with other funds as would be the case for Bonaire Path between Akron Ave and Anderson Drive (Greystone 6th Addition). The cross section of the road is yet to be determined, but this project would provide a paved surface from Akron Avenue east approximately 2,900’ where it would remain a gravel surface. In addition, there would be a crossing of the Union Pacific rail line, which staff is currently working to have added to the quiet zone. SUMMARY: Staff recommends Council approval of the attached resolution supporting the Local Road Improvement Program grant application. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2017 – A RESOLUTION SUPPORTING SUBMISSION OF 2017 LOCAL ROAD IMPROVEMENT PROGRAM FUNDING APPLICATION TO MNDOT FOR BONAIRE PATH RECONSTRUCTION PROJECT WHEREAS, , the Bonaire Path Reconstruction project includes upgrading the existing gravel road to a new bituminous pavement section with aggregate base and a trail connection, from Akron Avenue (County Road 73) to approximately 750 feet west of the Union Pacific Railroad Crossing (2,900 feet) within the City of Rosemount, and; WHEREAS, the Bonaire Path serves as an east-west local connection between Akron Avenue (County Road 73) and Blaine Avenue (CSAH 71) that alleviates local trips on CSAH 42, and WHEREAS, the existing Bonaire Path gravel roadway is in deteriorating condition due to increased traffic numbers and consistent heavy industrial use, and WHEREAS, the Bonaire Path serves as a route for truck traffic traveling to Flint Hills Oil Refinery, a commercial gravel pit, the Rosemount Landfill, and Hawkins chemical manufacturer, and WHEREAS, the existing Bonaire Path roadway is not constructed to 9 ton standards but the proposed project will upgrade the roadway to a 9 ton route, and WHEREAS, the completion of the adjacent Flint Hills Sport Complex and over 200 residential units are currently contributing to increased vehicular and pedestrian traffic and in the near future an additional 200 residential units will continue to increase the demand for improvements, and WHEREAS, the existing gravel roadway requires heavy yearly maintenance, including regular grading and surface treatments, that will only increase with the anticipated increase in traffic, and WHEREAS, until the city can find funding for the proposed project they will not move forward on planned safety upgrades to the existing uncontrolled, at-grade Union Pacific Railroad Crossing in the project area, that includes installation of four-quadrant gates and a trail crossing, and WHEREAS, the Local Road Improvement Program (LRIP) administered by the Minnesota Department of Transportation makes available up to $1,000,000 to apply towards projects on local roads that are regionally significant, result in safety improvements, and address transportation deficiencies, and WHEREAS, the proposed year for said project construction is 2018. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT THAT: 1. The City Council hereby supports the reconstruction and upgrade of Bonaire Path to a nine- ton, up to three-lane bituminous roadway with center turn-lane and pedestrian facilities. 2. The City Council hereby supports the City’s submission of a Local Road Improvement Program funding application and authorizes staff to prepare and submit said application. 3. The City Council hereby provides assurance that the City of Rosemount will pay all costs associated with the project and that the city staff will ensure that all aspects of the LRIP funding requirements are met and the project’s schedule is followed.
