REGULAR MEETING PROCEEDINGS
NOVEMBER 7, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, November 7, 2017, at 5:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount. (This meeting was moved up to 5:00 p.m. due to school district election.)
Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel,
and Freske attending.
Staff present included the following;
o City Administrator Martin o Recording Secretary Fasbender
o Director of Public Works/City Engineer Erickson o Chief of Police Scott
o Community Development Director Lindquist
The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Martin stated there were no changes to the agenda.
Motion by DeBettignies. Second by Nelson
Motion to Adopt the Agenda.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske
Nays: 0. Motion carried.

6. a. Minutes of the October 9, 2017, Work Session Proceedings
Council member Weisensel pulled item 6.a. to discuss work session minutes for simple attendance.
Former council member Demuth was present, but in the capacity as a utility commissioner member.
It was requested that this change be made to the October 9, 2017 work session minutes.
Motion by Weisensel. Second by Freske
Motion to approve the consent agenda with the corrections made to the October 9, 2017,
work session minutes.

Nays: 0. Motion carried.
PUBLIC HEARINGS
7.a. Request by Robert Hedrick & Stephanie Gage to Vacate a Portion of the Drainage and
Utility Easement over Lot 20, Block 1 of Evermoor Drumcliffe.
Community Development Director Lindquist discussed the applicants need to vacate a portion of
an existing drainage and utility easement to permit the construction of a sport court on their
property located at 13125 Drumcliffe Way. The proposed sport court site development complies
with the city code requirements and the PUD agreement.
Mayor Droste opened the public hearing at 5:06 p.m.
Motion by Droste. Second by Debettignies
Motion to close the public hearing.

Motion by Weisensel. Second by Nelson
Motion to Adopt a Resolution Approving the Vacation of a Portion of the Drainage and
Utility Easement over Lot 20, Block 1, Evermoor Drumcliffe
Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske
Nays: 0. Motion carried.

7.b. Request by KJ Walk, Inc to Vacate Existing Drainage and Utility Easements over Lot
1, Block 1 Greif Addition and Lot 1, Block 2 Rosewood Village 3rd Addition
Community Development Director Lindquist discussed the need for a vacation easement similar to
last item, the proposed easement vacations follow the City’s recent approval of the Rosewood
Crossing apartment development, and are necessary to allow that development to move forward.
The final plat for Rosewood Crossing will include new easements required to support the
infrastructure within this development.
Mayor Droste opened the public hearing at 5:10 p.m.
Motion by Droste. Second by Weisensel
Motion to close the public hearing.
Ayes: 5
Nays: 0. Motion carried.
Motion by Weisensel. Second by Debettignies
Motion to adopt a Resolution Approving the Vacation of the Drainage and Utility
easements within Greif Addition and Rosewood Village 3rd Addition.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske
Nays: 0. Motion carried.

ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council work session will take place
Monday, November 13, 2017. The next City Council meeting will take place on Tuesday,
November 21, 2017. Thursday evening this week, November 9, 2017, from 5-9pm, many local
businesses will do a night out on the town where all businesses will have extended hours. Friday,
November 10, 2017, offices will be closed for Veterans Day.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Nelson, the meeting was adjourned at 5:16 p.m.
