I. Regular Meeting
Call to Order:
Pursuant to due call and notice thereof, the Regular Meeting of the Planning Commission was held on Tuesday, October
24, 2017. Chair Kenninger called the meeting to order at 6:30 p.m. with Commissioners VanderWiel, Mele, and
Freeman. Commissioner Clements was absent. Also in attendance were Senior Planner Klatt, and Recording Secretary
Bodsberg.
The Pledge of Allegiance was said.
Additions to Agenda: None.
Audience Input: None.
Consent Agenda:
a. Approval of the September 26, 2017 Regular Meeting Minutes.
MOTION by Freeman.
Second by VanderWeil.
Ayes: 4. Nays: 0.
Public Hearing:
5.a. Text Amendment to City Code Regulating Small Wireless Facilities within Right-of-Way. (17-40-TA)
Senior Planner Klatt gave a brief summary of the staff report for the Planning Commission.
Commissioner Freeman questioned if staff had pictures available of what the devices will look like. Senior Planner Klatt
stated that he does not have a picture, but noted that the maximum size of any facilities allowed under the ordinance is
six cubic feet.

Commissioner VanderWeil inquired about a couple text-specific questions. Section 4.2.7 needs to all be March 1, April

1 and May 1 will be removed. VanderWeil questioned why there was a 5.a. and not a 5.b. in section 4.2.10, C-5. Klatt
stated that possibly at one time there could have been a 5.b. VanderWeil requested that the Director be defined as the
Public Works Director. Senior Planner Klatt clarified that the City’s Right-of-Way ordinance is very similar to the League
of Minnesota Cities template.
The public hearing opened at 6:53 pm.
Public Comments: None.
MOTION by Mele to close the public hearing.
Second by Freeman.
Ayes: 4. Nays: 0. Motion Passes.
The public hearing was closed at 6:55 pm.
Additional Comments:
Senior Planner Klatt stated that the ordinance changes are required by the State Statutes and the City is limited in what is
changed.
Chair Kenninger stated that the three recommended edits for staff to review should be included in the motion.
Klatt stated that he is also recommending a revision to Section 4-2-10-C4.

MOTION by VanderWeil to recommend the City Council approve amendments to the Right-of-Way
Management Ordinance and Zoning Ordinance pertaining to small wireless facilities within right-of-way with
the four recommended edits.
Second by Freeman.
Ayes: 4. Nays: 0. Motion Passes.
Old Business: None.
New Business: None.

Discussion: None.
Adjournment: There being no further business to come before this Commission, Chair Kenninger adjourned the
meeting at 6:59 pm.
