REGULAR MEETING PROCEEDINGS
NOVEMBER 21, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Tuesday, November 21, 2017, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th
Street West, Rosemount.
Mayor Droste called the meeting to order with Council Members Nelson, Weisensel, DeBettignies
and Freske attending.
Staff present included the following;
o City Administrator Martin o City Clerk Hadler
o Assistant City Administrator Foster o Chief of Police Scott
o Community Development Director Lindquist o Public Works Director Erickson
o Communications Coordinator Cox o Fire Chief Schroeder
o Numerous Police & Fire Personnel
The Pledge of Allegiance was said.
ADDITIONS OR CORRECTIONS TO AGENDA
City Administrator Martin noted the addition of item 3.d. and the added resolutions to item 9.a.
Motion by DeBettignies. Second by Weisensel.
Motion to Adopt the Agenda with the addition of the items mentioned.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske
Nays: 0. Motion carried.
PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS
3.a. New Police Officers Oath of Office and Introduction
Chief of Police Scott introduced the new officers, Nicholas Swanson and Nicholas Bellows. The
hiring process for these officers began in the beginning of 2017. Nick Swanson started as a
Rosemount Community Service Officer. Chief Scott gave an overview of the officers’ backgrounds.
The officers have completed their field training.
Mayor Droste performed the swearing in ceremony for the two officers together.
3.b. Formal Ceremony New Firefighters Off Probation
Fire Chief Schroeder introduced the new process of acknowledging the new firefighters. He
reviewed the training process to reach this point. Chief Schroeder invited each of the firefighters to
introduce themselves and tell the community a little about themselves.

3.c. Recognizing Rosemount Fire Explorers
Fire Chief Schroeder introduced Chris Besnett, who helped revive the Rosemount Explorers
program. Mr. Besnett thanked the kids and parents in the program. The program started in 2015
with 13 Explorers. The program participants go through training in leadership, team-building, time
management. The team participated at the State Fair Explorers competition, which includes gear
donning, search and rescue race, car extrication, and other tests. Four of the participants were in the
top 10 of the state, and two of the participants took first and second place in gear-donning. Mr.
Besnett introduced the Explorers; Payton, Joey, Logan, Matt, Ethan, Ben, and Alex.
3.d. Progress Update - Rosemount Environment and Sustainability Task Force
Public Works Director Erickson introduced Rebecca Higgins, the Chair of the Rosemount
Environment and Sustainability Task Force. Ms. Higgins discussed activities of the task force in the
past 6 months; a proposed draft charter, recognition programs (STAR Communities and Green
Steps), project specific areas (energy, community engagement, policy, waste, surface water, water
conservation, land), current project areas, priority project areas. She discussed what might be done
in the 2018 – 2020 time period. She requested that the task force be continued for an additional 2
years.
Council member Weisensel inquired about a different structure to accomplish the goals they have
set forth. Ms. Higgins asked to add people to the task force. She noted that some of the efforts
should be handled by contractors. She also envisions the task force be divided into subcommittees.
Council member Nelson thanked Ms. Higgins for chairing the committee. He asked about which
projects have particular timeframes to work within. Ms. Higgins noted the projects that are
temporary and those that are perpetual.
Council member DeBettignies reiterated the value of the task force. He noted the issue of budget in
her presentation and asked if she had any ideas on what sort of budget might be needed. Ms.
Higgins stated that this would need to be visited by the task force to create a line item budget.
Council member DeBettignies clarified that the task force would like to first complete Green Steps,
and then complete STAR. Ms. Higgins clarified that the task force is currently engaged in the
Partners in Energy project, but could then move to Green Steps, and then potentially STAR.
Council member Weisensel asked about ways the task force would like to engage with the
community. Ms. Higgins suggested highlighting local businesses that who are making efforts to be
more sustainable. She noted that she had heard from older residents that the utility bill is a good
place to reach them. Council member Freske asked that more information be added to the city
website and that an area of the city newsletter be dedicated to the task force activities.
Mayor Droste suggested the task force have space at the home show. He discussed issues around
waste management. He noted the importance of metrics and how we communicate metrics at the
citizen level.

Motion to allow the Rosemount Environmental & Sustainability Task Force to extend their
existence for 2 years through Dec. 31, 2019.
Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske,
Nays: None. Motion carried.
PUBLIC COMMENT
Alba Nowlin encouraged Rosemount citizens to watch the band on Thanksgiving. She appreciated
the formal ceremony for the firefighters.

9.a. Text Amendment to City Code Regulating Small Wireless Facilities within Right-of-
Way
Community Development Director Lindquist provided an overview of the proposed small wireless
facilities ordinance. She reviewed some ordinances and how the language came much from a state
model ordinance.
Council member Nelson asked for clarification on the process. Ms. Lindquist explained that in
residential zoned areas, the permit would be a conditional use and need to go through the planning
commission and council. In non-residential zoning areas the permit is an administrative permit and
issued by staff without any council or public involvement.

Motion to;
• Adopt an ordinance amending Title 4, Chapter 2 of the City Code to regulate small
wireless facilities within public rights-of-way;
• Adopt an ordinance amending the Zoning Ordinance to regulate small wireless facilities
in residential and non-residential districts;
• Approve Resolution Approving Summary Publication of Ordinance No. 2017-05; and
• Approve Resolution Approving Summary Publication of Ordinance No. B-265.
Ayes: Droste, Weisensel, Freske, DeBettignies, Nelson
Nays: None. Motion carried.

ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on
Tuesday, December 5, 2017, at 7:00 p.m. The next City Council work session will be held on
Monday, December 11, 2017, at 6:30 p.m.
Council member Freske noted a number of events taking place for the 100 year anniversary of
Rosemount High School this weekend.
Mayor Droste noted the celebrations at First State Bank for their anniversary and improvements.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was adjourned at 8:17 p.m.
