CALL TO ORDER: Bartz called the meeting to order at 7:03 p.m. 2. ADDITIONS TO THE AGENDA: 3. APPROVAL OF THE OCTOBER 23,2017 MEETING MINUTES: MOTION by Young to approve the minutes of the October 23,2017 meeting. SECOND by Farxell. Ayes: 8 Nays: 0 Motion passed. Correction to September 25,2017 minutes:page 3 under Director's Report-Rosemount Area Athletic Association should be changed to Rosemount Area Hockey Association. MOTION by Farrell to correct the September 25,2017 minutes changing Rosemount Area Athletic Associa,tion to Rosemount Area Hockey Association. SECOND by young. Ayes: 8 Nays: 0 Motion passed. 4. AUDIENCE INPUT: None 5. DISCUSSION (Response to Audience Input): None 6. OLD BUSINESS: None a. Capital Improvement Progtam (CIP) Budget—Schultz reviewed the CIP budget spreadsheet for 2018 projects for Parks and Recreation,the Rosemount Community Center,and the Ice Axena. He then briefly reviewed the budgets for 2019 through 2027 and explained that items may change, but axe listed as place-holders for future budgets. There was a question on what was included in item 22.Pedestrian Improvements Program for 2018. Schultz will bring back what the proposed improvements are.The Commission asked about the Parks and Recreation priority project list that had been discussed a few meetings ago. In January,Schultz would like to have a joint meeting with the City Council and Parks and Recreation Commission to make sure we are on the same page regarding priority projects. Schultz also suggested that it would be helpful if a survey was done of Rosemount residents regarding their priorities. MOTION by Young to recommend the Ciry Council approve the CIP Budget proposal as presented in the Parks and Recreation Comtnission packet. SECOND by Speich. Ayes: 8 Nays: 0 Motion passed. b. Parks and Recreation Fees—Schultz asked staff to provide comparisons with other cities for community center,ice axena,and park fees. Spreadsheets with the information for each category were included in this month's meeting packet and Schultz reviewed each of these. No increases to these fees were being recommended for 2018. Our fees axe in line with/in the middle of what other cities are charging based on the services/facilities we are providing. There was a question regarding whether we had considered changing what we charge Dakota,Rev. Schultz will talk with them and find out what their resident numbers axe. A chart with changes to the Steeple Center fees for 2018 was also included in the November packet. Schultz will ask for these cha.nges to be included on the same page as the current fees for easier comparison,and will bring this back to the next meeting. NEW BUSINESS: a. Director's Report—The park improvement fund balance as of October 31,2017 was $551,276.98. Dedication fees of$5,700 were received. No grants or donations were received. Interest was $75.72. There were egpenditures of$40,062.39 for Greystone Park construction. Youth Tennis—The United Sta.tes Tennis Association has rolled out a new program,Net Generation,which will be replacing the Quick Start Tennis program. Net Generation will be used fox Parks and Recreation summer tennis lessons in 2018. Halloween—Despite the weather,2,250 people (1,121 of them kids) attended the 35�Annual Haunted Trail. There was a collection for the local food shelf,and people donated 6801bs. food. Greystone Park—A dedication was held on Saturday,October 28. Although the weather wasn't great,several families from the neighborhood attended. Garden Plots—All plots have been cleaned-up and tilled. 2017 was a very successful year. Little Free Library Fire at Claret Park—The little free library that had been installed at Claret Park was burned down on Friday October 27. Residents of the neighboxhood had built the library. We are talking with a neighborhood resident about rebuilding the library. Improvements at Disc Golf Course—Improvements were made to two tees at the disc golf course by a resident who uses the course. MOTION by Farrell to have Schultz send a thank you letter to the resident. SECOND by Young. Ayes: 8 Nays: 0 Motion passed. Sunrise Partners Senior Progtam—In this new program,senior citizen volunteers are partnered with elementary school students and the volunteers provide homework help and mentoring. There were 15 students who participated and 6 seniors. The Commission asked if senior mentors might be available to help tutor kids at the Rosemount Family Resource Center. Schultz will check into this. Woodcarving Club Senior Program-A woodcarving group recendy began meeting at the Steeple Center. 'Those who paxticipate bring their own tools and supplies,and learn from each other. It's an informal group that gets together for social and recreational activity. So far there are 15 members. Inver Grove Heights (IGH)West Rink Ice Update—The Rosemount Area Hockey Associa.tion (RAHA) board voted in favor of a 10 year agreement between R.AHA and the IGH Arena. Schultz will bring back details to the December Commission meeting. 8. ADJOURNMENT-MOTION by Tilson to adjoum the meeting. SECOND by Nelson. Ayes: 8 Nays: 0 Motion passed. The meeting was adjoumed at 8:10 p.m. The December Commission meeting falls on December 25,so the meeting date was changed to Monday,December 18.
