RECOMMENDED ACTION: Motion to Approve the Labor Agreement for the LELS Local
#2 Collective Bargaining Unit for the Years 2018 through 2019 and to Authorize the
Necessary Signatures.
ISSUE
The City of Rosemount and Law Enforcement Labor Services, Local #2 (Police Officers) have negotiated
in good-faith and have come to a tentative agreement.
BACKGROUND
Negotiations with LELS Local #2 have been completed for a 2018 through 2019 contract. The Collective
Bargaining Unit and City have reached a tentative agreement on the following items:
Wages in the 2 Year Contract (2018 & 2019)
2.75% increase on January 1, 2018
2.75% increase on January 1, 2019
Discipline
Add language:
8.43 After 5 years of “no same for similar discipline”, oral and written reprimands will be removed from
the employee’s personnel file after 5 years upon at the employee’s request. The documents will be retained
per Data Practices requirements in a separate file.
Sick Leave
Add language for new hires:
Full-time employees shall earn eight (8) hours of sick leave for each full month of employment, pro-rated
to the nearest hour for a partial month's service. Employees hired after January 1, 2018 will be credited
with 24 hours of sick leave at the time of hire.
Clothing Allowance
Increase by $15.00 in 2018 ($865/year)
Increase by $10.00 in 2019 ($875/year)
VEBA/HSA Contribution
Increase Contribution:
The Employer shall contribute $530 $585 into the employee’s VEBA or HSA account in January of the
Plan year. Employees hired after January 31 will receive a prorated amount. This contribution shall cease
at the time that the City no longer participates in the VEBA #830 Plan or HSA Plans. The City’s

contribution to VEBA/HSA accounts hasn’t increased since 2006.
Holidays
Change Floating Holiday from use-or-lose to paid out annually if not used:
Employees will receive one Floating Holiday, eight (8) hours, a year. Use of the Floating Holiday will be
granted on a first come, first served basis and must be used by the end of the year. Any unused Floating
Holiday time will be forfeited on Jan 1st of the following year. any remaining Floating Holiday time must
be used in the last pay period of November or will be paid out at that time.
SUMMARY
LELS Local #2 has voted and approved these contract changes. It is requested that Council approve the
labor agreement for the LELS Local #2 Collective Bargaining Unit for the years 2018 through 2019 and to
authorize the necessary signatures.
