RECOMMENDED ACTION: Motion to Approve Wage Adjustments Increasing the Salary
Ranges for Non-union Positions 2.75% Effective January 1, 2018, and a 2.75% Increase on
January 1, 2019; Approve the Change in the VEBA/HSA Contribution.
ISSUE
Approval of Non-Union Position Salary Ranges for 2018, with an increase of 2.75% effective
January 1, 2018 and a 2.75% increase on January 1, 2019, and the change in the VEBA/HSA
annual contribution.
BACKGROUND
Regular, full-time employees with the City of Rosemount fall into one of five groups: LELS Union
(police patrol), LELS Supervisory Union (police sergeants), Teamsters Union (public works),
AFSCME Union (general services) or non-union employees (supervisory or confidential positions).
The pay adjustments for the four collective bargaining units are negotiated. On this evening’s
agenda, the City Council is being asked to also approve the LELS, LELS Sergeants, and the
AFSCME contracts. The proposed settlement provides for a 2.75% increase in wages on January
1, 2018 and a 2.75% increase on January 1, 2019.
Change in VEBA/HSA Contribution
Staff proposes increasing the VEBA/HSA annual contribution for nonunion employees from $530
to $585 annually; consistent with the AFSMCE and LELS contracts. Historically, the City has
attempted to align with the other bargaining group’s settlements to keep the majority of personnel
policies and contract language similar for consistency and administration of practices and policies.
In addition, these employees work side-by-side with AFSCME union members and have the same
basic work schedules, conditions, and benefits.
SUMMARY
Staff is requesting the Council make a motion to approve the above mentioned increase in wages
for non-union employees, and the change in the VEBA/HSA contribution for non-union
employees.
