RECOMMENDED ACTION: Motion to recommend the City Council approve entering into a
professional services agreement with ISG to create plans and specifications for the
Dugouts and Bleacher Pads to be built at the UMore Ballfields.
ISSUE
The City of Rosemount owns two softball/baseball fields that were constructed at the UMore Ballfield
Complex. Starting in 2012, Dakota County Technical College (DCTC) has used one of the UMore fields
for their women’s fast pitch softball program during hours that do not conflict with local youth programs.
DCTC has recently requested that some improvements be made to one of the fields at the complex. The
college is requesting that concrete block dugouts and concrete bleacher pads be added to the north field at
the complex. DCTC is willing to pay the City for the cost of the design and the cost of the construction of
the improvements.
Staff is recommending that we contract with ISG, one of the firms in our professional
services/engineering pool, to create the necessary plans and specifications to build the dugouts and
bleacher pads. ISG is the only firm that is in the Landscape Architecture and the Building Architecture
specialty sections of the pool. ISG has provided the City with a price quote of $24,500 to provide the
necessary services for the project, which will be paid for by DCTC.
BACKGROUND
In the spring of 2017, prior to the City deciding to switch the order of construction for the UMore
Ballfield Project Phase 2 with the Flint Hills Fields project, staff received price quotes for design services
for the UMore project. The quotes we received are listed below:

SUMMARY
Staff is recommending that the City Council approve contracting with ISG to create the necessary plans
and specifications to build the dugouts and bleacher pads. DCTC will pay the City for 100% of the cost
involved in the project including the design work.

Dan,
Thank you for the opportunity to provide you with a professional engineering services proposal for dugout
and spectator seating improvements at the DCTC Field in UMore Park. The field is currently served by
chain link dugouts with temporary shade canopies above and a spectator seating area with just one set
of portable aluminum bleachers located on the grass lawn behind the backstop. The City and DCTC intend
to make the following improvements to the existing dugout and spectator seating area:
• Remove and salvage existing chain-link dugouts and shade structure.
• Remove and salvage existing dugout bench seating.
• Remove existing concrete pads.
• Salvage and relocate existing spectator bleacher system.
• Install new dugout buildings with Cemstone block (or similar) walls with a metal roof, concrete
flooring, lighting, bench seating, helmet cubbies, and stub in conduit for a future water
connection.
• Install a concrete spectator seating plaza with a larger center bleacher system, reuse the
salvaged bleacher system, and include one new bleacher system to match existing salvaged
system. The concrete plaza will be designed to accommodate ADA seating and provide
accessible connections to the existing trail system along the first and third baselines.
With these considerations in mind, ISG looks forward to the opportunity to provide the City of Rosemount
and DCTC with the following professional services to facilitate this project.
PROJECT SCOPE + ANTICIPATED SCHEDULE
Construction Documents (November – December)
ISG will schedule and participate in a kick-off meeting with City and DCTC to discuss the size, amenities,
functionality, etc. of dugout space and the capacity desired for spectator area. Following this meeting,
ISG will develop construction documents, including the following:

Site plan
Grading Plan
Restoration Plan
Architectural, Structural, and Electrical / Lighting Plans for Dugouts

ISG will also participate in a 90% Design Review meeting with City staff and DCTC to discuss the plans
and implement any comments provided by the identified project stakeholders. Once all comments have
been incorporated, ISG will participate in a final 100% Design Review meeting with City staff and DCTC.
It is anticipated that plans will then be finalized and distributed for bid.
This proposal assumes that the City will provide ISG with all available existing site drawings and as-built
information for the ballfield, dugouts, bleachers, utilities, etc.
Bidding (January)
ISG will prepare an advertisement for bids to assist with solicitation of competitive general contractor
bids. As part of our custom approach, this can be coordinated for the month of January in order to best
leverage a timely, competitive contractor market. We will be prepared to respond to contractor questions,
issue clarifications via addendum, if necessary, and provide the City assistance with bid evaluation and
issuance of a recommendation of award.
Construction Administration (Spring / Summer 2018)
(Exact timeframe TBD based on DCTC and City programming of field)
This proposal anticipates that ISG will provide construction administration for this project on an hourly
basis. These services may include:
Facilitation of a pre-construction meeting, fielding contractor questions, and collection and
distribution of meeting minutes to the project team
Construction contract administration, construction staking, and full-time observation of all
underground installations
Milestone inspections of construction progress, as needed
Project coordination meeting facilitation, as necessary
Development and delivery of bi-weekly construction progress reports
Identification and coordination with testing services, as necessary
Review of contractor schedules, shop drawings, pay requests, and change orders
Clarification of contractor questions and issuance of addendums, if necessary
COMPENSATION
ISG proposes to provide the scope of services described within this proposal for compensation in
accordance with the following schedule:
REIMBURSABLE EXPENSES
Anticipated reimbursable expenses such as travel time, mileage, and printing costs are included within
the compensation listed. Please note that the owner will be responsible for the cost of any soil borings,
review and permit related costs, and any special inspection costs that may be required.
