BACKGROUND
The Mississippi River Regional Trail (MRRT) East project includes the construction of approximately 2.7
miles of trail from its connection with MRRT West and the Spring Lake Park Reserve. MRRT East is
currently scheduled for a February 2019 letting. This segment in Rosemount would be the final
connection between South Saint Paul and Hastings.
Currently, this trail alignment puts it along MN Trunk Highway 55. Based upon concerns about this
alignment, Dakota County staff contacted representatives of CF Industries (CFI), Flint Hills Resources
(FHR) and Union Pacific Railroad (UPRR) to consider an alternative alignment option. These
stakeholders expressed a willingness to explore the potential to realign the trail along Pine Bend Trail.
Dakota County staff also discussed this potential realignment with City of Rosemount staff including City
Engineer Erickson, Senior Engineering Tech Anderson, Parks & Recreation Director Schultz and Parks
Supervisor Schuster. The potential for realignment of Pine Bend Trail and the MRRT construction was
also discussed. In addition, Dakota County currently has a request for proposals for Alignment
Alternative Analysis, Preliminary Design and 30% Final Design on the MRRT. Responses are due to the
county by January 25, 2018 with the intent to have a consultant selected by January 31st.
Taud Hoopingarner, Dakota County’s Operations Management Director for Facilities, Fleet and Park
Management along with Jenna Fabish, Senior Project Manager, Transportation Department will be present
at the work session to discuss the potential realignment and current status of MRRT East.
