Minutes of the January 2, 2018, Work Session ProceedingsROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS JANUARY 2, 2018 CALL TO ORDER Pursuant to due call and notice thereof a work session meeting of the Rosemount City Council was held on Tuesday, January 13, 2018, at 5:00 p.m. at Rosemount City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Nelson, Weisensel, Freske and DeBettignies attending. Staff present included the following; o City Administrator Martin o City Clerk Hader o Public Works Director/City Engineer Erickson o Parks & Recreation Director Schultz o Chief of Police Scott DISCUSSION 2.a. MRRT Public Works Director Erickson introduced Taud Hoopingarner and Jenna Fabish, of Dakota County. Mr. Hoopingarner gave a history of the Mississippi River Regional Trail (MRRT) project and various alignment issues since the project began in 2008. The final section is an area in Rosemount along Pine Bend Trail. Ms. Fabish discussed the alignment in more detail and the challenges with the proposed alignment. Mayor Droste expressed interest in the County taking over ownership of Pine Bend Trail. Council members, staff, and County staff discussed the federal funding that had been awarded to the project, but must be used by April of 2019, discussions with homeowners and businesses along the trail, impacts on City of Rosemount infrastructure, and project next steps. 2.b. Service Agreement - Rosemount Area Arts Council (RAAC) Parks and Recreation Director Schultz discussed the RAAC service agreement. RAAC is currently using about 960 hours of Steeple Center and Central Park time. Mr. Schultz mentioned that the city has three service agreements; RAAC, Leprechaun Days Committee and the Halloween Committee. Mayor Droste gave a history of Leprechaun Days and how it used to be run by a private group, and for two years run by Park and Rec, and discussed the benefits of these groups. Council member Nelson discussed the fees, such as cleanup fees, that hockey groups pay that RAAC does not. Mr. Schultz stated that the most impact of RAAC events are setup and take down of tables. Council member Nelson stated one group was frustrated that RAAC gets free use, but they were expected to pay a rental fee of $200 for a party. Council member Weisensel stated that was not a fair comparison, as RAAC events were open to the entire community. Council members discussed the perceptions within the public, the usage of the Steeple Center, the intention of the service agreement, the revenues and expenses of RAAC events, and the mission of RAAC. Council member Freske volunteered an idea to donate a certain number of hours to other community 6.a. ROSEMOUNT CITY COUNCIL WORK SESSION PROCEEDINGS JANUARY 2, 2018 groups for their use. Staff and council members discussed the comparison with other groups, and how that type of concept would work throughout the community. Mr. Schultz discussed the ways that other groups are subsidized by the City. Council member Freske inquired if the number of hours used by RAAC has increased over time. Mr. Schultz says it had increased, but they are pretty "maxed out" at this point from a volunteer perspective. Mayor Droste inquired if there are changes to be made in the RAAC service agreement. Council members DeBettignies and Weisensel expressed support for the current agreement. STAFF & COUNCIL UPDATES City Administrator Martin noted a fire at the Fox Farm on the eastern edge of the city and an upcoming meeting on January 4 regarding an arterial road study. Council member DeBettignies noted an email from a resident. Council member Weisensel mentioned his attendance at ArtsLab and asked if anyone else would be attending the LMC Experienced Officials event. Council members and staff discussed the pending closure of Terry's Hardware. Mayor Droste mentioned the business luncheon in February, and also inquired about doing a volunteer recognition night. National volunteer recognition week is April 15. Council member DeBettignies suggested presenting Terry's Hardware with a recognition plaque at the business luncheon. He noted the Expo is on March 3rd and inquired about registrations. He inquired about the Arbor Day tree giveaway and if we could leverage that event more.
