HomeMy WebLinkAbout20170919 CCM RMROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 19, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, September 19, 2017, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Nelson, Weisensel, and Freske attending. Council member DeBettignies was absent. Staff present included the following; o City Administrator Martin o City Clerk Hadler o Parks & Recreation Director Schultz o Chief of Police Scott o Community Development Director Lindquist The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Martin asked to add the item 3.a. Fluegel’s Proclamation . Motion by Weisensel. Second by Freske. Motion to Adopt the Agenda with the addition of the proclamation. Ayes: Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3.a. Fluegel’s 90th Anniversary Proclamation Mayor Droste discussed the 90th Anniversary of Fluegel’s, having operated since 1927. Mr. Droste read the proclamation and presented a plaque to Greg Fluegel. He proclaimed Wednesday, September 20, 2017, as Fluegel’s Farm, Garden and Pet Appreciation Day in the City of Rosemount. PUBLIC COMMENT CONSENT AGENDA Motion by Weisensel. Second by Nelson. Motion to Approve the Consent Agenda with the removal of 6.f. a. Minutes of the September 5, 2017, Regular Meeting Proceedings b. Minutes of the September 12, 2017, Work Session Proceedings c. Bills Listing d. One-Day Consumption & Display Permit - Our Savior Lutheran Church e. Expenditure Approval from the Donation Account - Parks & Recreation Dept. f. Steeple Center Sidewalk Replacement g. Agreement to Pay Area and Connection Charges h. Receive Bids / Award Contract - Well 5 Abandonment, City Project 2017-08 Ayes: Nelson, Droste, Weisensel, Freske Nays: None. Motion carried. 6.a. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS SEPTEMBER 19, 2017 6.f. Steeple Center Sidewalk Replacement Council member Nelson expressed concerns that there was not more than one bid for the project. He stated he spoke with a contractor who would be willing to provide a quote this week. He also stated he supported changing to a concrete paver or concrete instead of a clay paver if it saved money. Council member Weisensel expressed concerns for the potential of water and icing issues around the facility and inquired about underground water conveyance. Parks and Recreation Director Schultz explained the swales that are on the library property and the grading on the north side. Mayor Droste noted an event over the weekend that would have used one of the areas, so we need to make sure the area drains correctly. Council member Freske inquired about the life of concrete compared to the life of pavers. Mr. Schultz discussed a couple of other paver installations that lasted various amounts of time. Council member Weisensel stated he believes the life of the two products are similar. Council member Weisensel inquired about the possibility of adding a patio area instead of just a sidewalk. Mr. Schultz stated the Arts Council had discussed a mini art park, but the idea never took off, but staff can examine this as a possibility. Council members suggested changes to the plan and asked staff to revisit the plan and consider new bids. No action was taken on the item. PUBLIC HEARINGS UNFINISHED BUSINESS NEW BUSINESS ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on Tuesday, October 3, 2017, at 7:00 p.m. The next City Council work session will be held on Monday, October 9, 2017, at 6:30 p.m. Council member Freske noted a number of events taking place for the 100 year anniversary of Rosemount High School this weekend. Mayor Droste noted the recent celebrations at First State Bank for their anniversary and improvements.
