HomeMy WebLinkAbout20170718 CCM RMROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 18, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, July 18, 2017, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel, and Freske attending. Staff present included the following; o City Administrator Martin o City Clerk Hadler o Interim Director of Public Works/City Engineer Erickson o Chief of Police Scott o Parks & Recreation Director Schultz o Finance Director May o Community Development Director Lindquist The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Martin stated there were no proposed changes to the agenda. Motion by DeBettignies. Second by Weisensel. Motion to Adopt the Agenda. Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3.a. Commendation for attainment of Eagle Scout rank Mayor Droste summarized the Scouting accomplishments of Jonathan Meaden, who recently attained the rank of Eagle Scout. Mr. Meaden graduated this year from Rosemount High School and will be attending St. Mary’s and pursuing a Criminal Justice degree. 3.b. Special Event Update – Leprechaun Days Parks and Recreation Director Schultz summarized the activities of the upcoming Leprechaun Days event. Mr. Schultz introduced Steve Ball, Leprechaun Days Committee Chair, who discussed a number of the specific events during Leprechaun Days. Mr. Ball thanked the Council and Mayor for the support the city provides during the event. There will be 63 events throughout the week. Mr. Ball noted the change in the parade route for 2017. The parade will now start at Shannon Park and travel along 145th and will end at Cameo. PUBLIC COMMENT CONSENT AGENDA Council member Weisensel noted the donations to the Parks & Recreation Department. 6.b. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 18, 2017 Motion by DeBettignies. Second by Freske. Motion to Approve the Consent Agenda with item 6.f. removed. a. Minutes of the July 5, 2017, Regular Meeting Proceedings b. Bills Listing c. Lawful Gambling Application d. Declaration of Surplus Property - Finance Department e. Expenditure Approval from the Donation Account - Parks & Recreation Dept. f. Authorization for Temporary Street Closings and Adding of Events to Service Agreement g. Order Project / Authorize Plans and Specifications - 132nd Street Improvements h. Request by Prestwick, LLC for the 38 lot Final Plat of Prestwick Place 14th Addition i. Solar Garden Subscription Agreement j. Amendment to the Site Plan for the Caretakers/Leasing Office Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: None. Motion carried. 6.f. Authorization for Temporary Street Closings and Adding of Events to Service Agreement Council member Weisensel asked Parks and Recreation Director Schultz to discuss the various street closings during Leprechaun Days. Mr. Schultz discussed three short-term closings and the notifications that were done to affected households. Motion by Weisensel. Second by DeBettignies. Motion to approve street closings for the Kiddie Parade, Big Wheel Races and Parade as part of the 2017 Leprechaun Days Celebration and to add the events listed below to the 2017 Leprechaun Days Service Agreement. Ayes: Nelson, Droste, Weisensel, Freske, DeBettignies Nays: 0. Motion carried. PUBLIC HEARINGS 7.a. Liquor License Amendment – Rich Valley Golf Course Motion by Droste. Second by DeBettignies. Motion to close the public hearing. Ayes: 5 Nays: 0. Motion carried. Motion by DeBettignies. Second by Freske. Motion to adopt a Resolution approving an amendment to Rahn Family Partnership DBA Rich Valley Golf Course 3.2 Percent On-Sale Liquor License. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 18, 2017 Ayes: Droste, Weisensel, Freske, DeBettignies, Nelson Nays: 0. Motion carried. 7.b. Request by Prestwick, LLC to vacate the Drainage and Utility Easement over Outlot A of the Prestwick Place 13th Addition Community Development Director Lindquist gave an overview of the proposed utility easement vacation, which requires a public hearing. Mayor Droste opened the public hearing at 7:24 pm. Motion by Droste. Second by Weisensel. Motion to close the public hearing. Ayes: 5 Nays: 0. Motion carried. Motion by Freske. Second by DeBettignies. Motion to adopt a Resolution Approving the Vacation of the Drainage and Utility Easement over Outlot A, Prestwick Place 13th Addition. Ayes: Weisensel, Freske, DeBettignies, Nelson, Droste Nays: 0. Motion carried. UNFINISHED BUSINESS 8.a. Accept Bids and Award Sale – G.O. Improvement Bonds, Series 2017A Finance Director May gave an overview of the bond sale that took place earlier today. Terri Heaton, of Springsted presented details of the bids received. The bids that were received came in at lower rates than what were originally accepted. The assessment rate came in lower than expected, which will save the developer money. The actual amount being borrowed is $65,000 less than originally planned. Ms. Heaton discussed the City’s credit rating, which are currently a AA+ at S & P. Ms. Heaton discussed specific notations in the report of items that helped the city’s rating. Mayor Droste inquired about the two numbers for the fund balance and what the “right” number is. Mr. May discussed the difference between the General Fund balance and the calculations that are involved. The City has a policy of having a General Fund balance of 55% of the next year’s budget. Motion by DeBettignies. Second by Weisensel. Motion to Motion to adopt a Resolution Awarding the Sale of ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JULY 18, 2017 $1,055,000 General Obligation Improvement Bonds, Series 2017A; and Providing for their Issuance. Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. NEW BUSINESS ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on Monday, July 31, 2017, at 7:00 p.m. Night to Unite will take place on Tuesday, August 1st.
