REGULAR MEETING PROCEEDINGS
JULY 5, 2017
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held
on Wednesday, July 5, 2017, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel,
and Freske attending.
Staff present included the following;

The Pledge of Allegiance was said.

City Administrator Martin stated there were no proposed changes to the agenda.
Motion by DeBettignies. Second by Weisensel.
Motion to Adopt the Agenda.

9.a. Greystone Park - Playground Equipment
Parks & Recreation Director Schultz gave an overview of the proposed playground equipment.
Staff held a neighborhood meeting prior to going out for proposals. Approximately 50 people
attended this meeting. Mr. Schultz discussed the proposal and scoring process. 4 of the 5 people
scoring the proposals chose St. Croix Recreation as their top proposal, the 5th placed St. Croix as
their second choice. The Parks & Recreation and Youth Commissions also reviewed the proposals
and both preferred the St. Croix proposal. The proposal mixes traditional playground equipment
with newer equipment designs. The St. Croix proposal did not initially include the Generational
Swing or a Wobble Sphere, which were items that were specifically requested by the neighborhood
and the Parks & Recreation Commission. The equipment installation will take place in
approximately 4 weeks.
Council member Weisensel noted that the Youth Commissions in the past have appreciated their
participation in the park proposal processes. Mr. Schultz discussed other opportunities for the
Youth Commission or neighborhoods to engage.
Council member Nelson asked if the Greystone garden was the first to have a garden spigot. Mr.
Schultz stated it is and discussed the difficulty of adding spigots to garden plots. Mr. Nelson also
inquired about shade. Mr. Schultz discussed the plans for shade. Mayor Droste asked that trees be
added near the benches as soon as possible.
Mayor Droste thanked Mr. Schultz for his efforts at outreach to the community.
Motion by DeBettignies. Second by Freske.
Motion to approve the purchase of playground equipment as submitted by St. Croix
Recreation with the addition of a Generational Swing and a Wobble Sphere.

9.b. Fire Relief Fund Benefit Proposal
City Administrator Martin gave an overview of the item. An annual increase of $100 up to $7500
was discussed as part of an agreement in 2015, so long as the Fire Relief Fund is funded at 120%.
The fund is currently funded at 127% funded going forward. Mr. Martin discussed the provided
comparison of pension benefits to other cities. With the increase the City of Rosemount would be
at 93% of the average to other cities in Dakota County.
Mayor Droste noted that in the other city comparisons, all of the cities are much larger than
Rosemount. Mr. Martin noted that staff had updated an earlier comparison, but could provide
additional comparisons as needed.

Council member Weisensel noted that with the proposed plan for a wage increase in 2018, the
effective hourly wage could be over $30, or approximately 100% of the average of Dakota County
cities. Mr. Weisensel asked if Council could table the item until after the budget discussion next
week. Council member DeBettignies stated he is fine with the increase, as this was planned for.
Council member Nelson noted that Hastings is also a similar-sized city.
Motion by Freske. Second by DeBettignies.
Motion to authorizing a $100 increase up to $7,200 for the Rosemount Fire Relief
Association’s annual retirement benefit.

Nays: 0. Motion carried.
ANNOUNCEMENTS
Mayor Droste reviewed the calendar of events. The next City Council work session will be held on
Monday, July 10, 2017, at 6:30 p.m. The next City Council meeting will be held on Tuesday, July 18,
2017, at 7:00 p.m.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by DeBettignies, the meeting was adjourned at 7:34 p.m.
