HomeMy WebLinkAbout20170620 CCM RMROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 20, 2017 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Tuesday, June 20, 2017, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Freske attending. Staff present included the following; o City Administrator Martin o City Clerk Hadler o Interim Director of Public Works/City Engineer Morast o Sergeant Risvold o Community Development Director Lindquist o Finance Director May o Parks & Recreation Director Schultz The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Martin stated there were no proposed changes to the agenda. Motion by DeBettignies. Second by Nelson. Motion to Adopt the Agenda. Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS PUBLIC COMMENT CONSENT AGENDA Motion by Weisensel. Second by DeBettignies. Motion to Approve the Consent Agenda with the removal of items 6.h., 6.l., and 6.o. a. Minutes of the June 6, 2017, Regular Meeting Proceedings b. Bill Listing c. 3.2% Liquor License Renewal d. Temporary On-Sale Liquor License - American Legion e. Temporary On-Sale Liquor License - Rosemount VFW f. Youth Commission Appointment g. Planning Commissioner Appointment h. Receive Donation and Approve Expenditure - Police Equipment Fund i. Request by Copper Creek Development for the Approval of the Dunmore Final Plat j. 2017A G.O. Receive Price Quotes and Award a Contract - Rosemount Community Center Arena Vending Machines n. Text Amendment to Subdivision Ordinance Modifying Park Dedication Fees Calculation o. Receive Donation - Parks & Recreation Dept. p. MS4 Annual Report q. Final PUD Site and Building Plan Approval and Final Plat for Rosewood Crossing r. Amendment to the 2017 Schedule of Rates and Fees - Park Dedication Fees Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: None. Motion carried. 6.h. Receive Donation and Approve Expenditure - Police Equipment Fund 6.o. Receive Donation - Parks & Recreation Dept. Council member DeBettignies recognized the American Legion Post 65 for their donation to the Leprechaun Days Teen Dance. He also recognized the donation by CF Industries for the Blarney Stone Hunt. Motion by DeBettignies. Second by Freske. Motion to accept a donation in the amount of $600 to the Rosemount Police Equipment Fund and to approve the expenditure of $600 to be used for the Leprechaun Days teen dance expenses. Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. Motion by DeBettignies. Second by Nelson. Motion to approve receiving the following donation: $300 from CF Industries for the Blarney Stone Hunt. Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. 6.l. Declaration of the Need to Complete a Mandatory EAW Associated with the SKB Metals Recycling Planned Unit Development Mayor Droste pulled the item so that the applicant could make a statement. Ms. Lindquist gave an overview of the item. The item had originally been on the agenda for June 6 meeting. The Council had decided at that time to postpone the motion until tonight’s meeting. Ryan O’Gara, of SKB Environmental, thanked the Mayor and Council for postponing the resolution until tonight’s meeting. SKB has met with staff and adjusted the grading plan to a level that is acceptable and will be moving forward with the EAW. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS JUNE 20, 2017 Council member Nelson thanked SKB for their patience in the process for being a good partner in the community. Motion by Nelson. Second by Freske. Motion to adopt Resolution 2017-47 declaring a mandatory EAW for the SKB Metals Recycling PUD project. Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. PUBLIC HEARINGS OLD BUSINESS NEW BUSINESS 9.a. Appointment of Public Works Director City Administrator Martin introduced Brian Erickson, who has accepted the position of Public Works Director / City Engineer. He reviewed the interview process and Mr. Erickson’s past experience and education. Mr. Erickson thanked the Council and stated he is looking forward to the new opportunity. Motion by DeBettignies. Second by Weisensel. Motion to approve the hiring of Brian Erickson for the position of Public Works Director/City Engineer. Ayes: DeBettignies, Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on Wednesday, July 5, 2017, at 7:00 p.m. The next City Council work session will be held on Monday, July 10, 2017, at 6:30 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by DeBettignies, the meeting was adjourned at 7:18 p.m. Respectfully Submitted, Clarissa Hadler, City Clerk
