RECOMMENDED ACTION: Approve Erin E. Fasbender as the City of Rosemount’s
Responsible Authority and Data Practices Compliance Official.
ISSUE
All government entities are required to designate or appoint an employee as a responsible authority and
data practices compliance official. The data practices compliance official is the contact to whom people
may direct questions or concerns regarding problems in obtaining access to data or other data problems.
BACKGROUND
The City Clerk has historically held this responsibility with the City. Staff recommends designating
Erin E. Fasbender, City Clerk, as the responsible authority and data compliance official.
SUMMARY
Staff recommends approval of the resolution to appoint Erin E. Fasbender as the City of Rosemount’s
Responsible Authority and Data Practices Compliance Official.

RESOLUTION 2018 -
APPOINTMENT OF DATA PRACTICES COMPLIANCE OFFICIAL
AND RESPONSIBLE AUTHORITY
WHEREAS, Minnesota Statutes, Section 13.02, Subdivision 16, and section 13.05,
Subdivision 13, as amended, requires that the City of Rosemount appoint an
employee as the Data Practices Compliance Official and Responsible Authority to
administer the requirements for collection, storage, use and dissemination of data on
individuals, within the City;
WHEREAS, the Rosemount City Council shares concern expressed by the legislature
on the responsible use of all City data and wishes to satisfy this concern by immediately
appointing an administratively qualified Compliance Official and Responsible Authority as
required under the statute; and
NOW, THEREFORE, BE IT RESOLVED, the City Council of Rosemount appoints
Erin Fasbender as the Compliance Official and Responsible Authority for the purposes of
meeting all requirements of Minnesota Statutes, chapter 13, as amended, and with rules as
lawfully promulgated by the Commissioner of Administration as published in the State
Register on August 31, 1981.
ADOPTED this 5th day of February, 2018, by the City Council of the City of Rosemount.
