Assistance to Firefighters Grant 2016 Regional Grant Application
SUMMARY
In December of 2016, the Council approved a resolution supporting an effort by the Rosemount Fire
Department in obtaining an Assistance to Firefighter’s Grant (AFG) that would cover the purchase and
replacement of thirty-seven new self-contained breathing apparatus (SCBA’s) and masks. The Rosemount
Fire Department applied for this grant along with the cities of Hastings and Inver Grove Heights.
The monies from this grant would be utilized to replace the existing SCBA’s that include air packs, bottles
and masks. The current SCBA’s were purchased in 2004 and are no longer being manufactured.
In November of 2017, the fire department learned that they had received the grant along with the Hastings
and Inver Grove Heights Fire Departments. The FEMA Grant received by all three departments was
$725,637.00, of which the participating departments were responsible for a 10% match which totaled
$72,563.00. The total project amount for the purchase of the SCBA’s by all three departments was
$798,200.00.
The 10% match of $72,563.00 was then broken down into a percentage of how many SCBA’s and masks
each department would purchase. Rosemount’s portion broke out to be 29%, making the ten percent
match $21,043.27. Hastings match was 32% for a ten percent match of $23,220.16 and Inver Grove
Heights had a match of 39% for a ten percent match of $28,299.57. The Rosemount Fire Department had
originally requested 37 SCBA’s and fifteen extra masks. Through the grant they received all of the
requested SCBA’s but only ten of the extra fifteen masks.
As part of this process, the three fire departments met individually with three manufacturers of SCBA’s, as
all three departments must agree on one SCBA manufacturer and all departments must purchase the same
SCBA and masks.
The SCBA that was unanimously agreed upon as the top choice was the MSA air pack and mask, sold by
Emergency Response Solutions. Additionally, ERS agreed to sell the SCBA’s under Houston Galveston
Area Council (HGAC) bid pricing which ensures us the lowest price on the MSA air pack as well as fits us
in the parameters of the total AFG grant that was awarded.
The MSA air pack has many features that will allow it to grow along with the fire department as well as
changes that come about in industry standards and compliance. After all three demonstrations, the MSA

air pack was clearly the leader in functionality, programmability to do upgrades and versatility to cut down
on fatigue of the FF’s while wearing the pack for extended periods of time.
RECOMMENDATION
At this time, staff would request the Council approve the required Memorandum of Understanding with
FEMA for this grant award, along with the approval of the required match expenditure of $21,043.27.
