ATTACHMENTS: Resolution; Agreement APPROVED BY: LJM RECOMMENDED ACTION: Motion to Adopt a Resolution Approving a Consulting Contract for Engineering Services with WSB and Associates, Inc. for the Connemara Trail – East Extension, City Project 2018-09. BACKGROUND Staff has been reviewing development in the area to the east of Akron Avenue and in the vicinity of the future extension of Connemara Trail. As a result, the 2018-2027 Capital Improvement Plan included the design of Connemara Trail east of Akron Avenue. The City Engineer requested a proposal from WSB, as a member of the previously selected engineering pool, to perform the design work on this project. WSB is very familiar with this area as that firm prepared a Feasibility Report detailing the estimated costs for various road and utility extension throughout the Prestwick Place development. WSB and Associates, Inc.’s proposal in the amount of $69,918 provides necessary work to complete design and bidding of the Connemara Trail – East Extension. Funding for this work will come from the Street CIP (203-49003-001-536.00) which has a current budget of $170,000. A follow up contract for construction oversight would be required should the Council decide to construct this project. It should be noted the funding for the construction is currently shown in the 2019 Capital Improvement Plan. SUMMARY Staff recommends Council approval of the attached resolution approving the award of a consulting contract for engineering services to WSB and Associates for the Connemara Trail – East Extension. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2018 – A RESOLUTION APPROVING A CONSULTING CONTRACT FOR ENGINEERING SERVICES FOR THE CONNEMARA TRAIL – EAS T EXTENSION CITY PROJECT 2018-09 WHEREAS, the City Council approved the 2018 – 2027 Capital Improvement Plan and the 2018 Budget Report which included the design of Connemara Trail – East Extension, and; WHEREAS, the City Engineer requested a proposal to provide engineering services for this project from WSB and Associates, Inc., and; WHEREAS, the WSB and Associates, Inc. proposal in the amount of $69,918 that was provided is within the existing budget for this project. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows: 1. The WSB and Associates, Inc. proposal for providing engineering services associated with the Connemara Trail – East Extension, City Project 2018-09 in the amount of $69,918 is accepted. 2. The City Administrator is hereby authorized and directed to enter into a contract with said firm to provide engineering services associated with the Connemara Trail – East Extension. This letter proposal outlines the services required to prepare all necessary documents to complete final design of the Connemara Trail Extension Project. PROJECT UNDERSTANDING The city desires to complete the extension of Connemara Trail, from its current terminus at the intersection with Akron Avenue (CASH 73). The extension of Connemara Trail will traverse through Outlot K of the Prestwick Place development, which is east of and adjacent to Akron Avenue. WSB & Associates, Inc. (WSB) will work with City staff to design and construct Connemara Trail in accordance with the City’s General Specifications and Standard Detail Plates for Street and Utility Construction . WSB understands that development in the area will impact the final design schedule for the project, and that 100% plans will be delivered to the City in 2018 or early 2019. PROJECT APPROACH/SCOPE OF SERVICES WSB’s project scope and proposed work plan are based on our understanding of the project as previously described. To complete the project, we propose the following scope of services: Task 1: Final Design WSB will provide detailed design services for the extension of Connemara Trail. The plans and specifications developed for the project will adhere to both the MnDOT 2018 Specifications for Construction and the City of Rosemount General Specifications and Standard Detail Plates for Street and Utility Construction. This work may include elevations and locations (both public and private) and right-of-way location limits. Under this task, WSB will also complete a Gopher State One Call request for private utility maps within the project area. Cost: $5,552 Subtask 2: Drawings WSB will complete all necessary plan sheets for the project, which will include: • Title Sheet • Standard Details • SEQ • Removals • Street Plans (plan and profile, including storm sewer improvements) • Utility Plans • Erosion control • SWPPP • Deliverables: o 90% Submittal: Draft plan set for review and comment o 100% Submittal: Five (5) 11 X 17 final plan sets and five (5) specifications for your files Cost: $9,848 Subtask 3: Design WSB will design and prepare plans consistent with City, ADA and local regulatory standards. WSB will work with the City to finalize the alignment of the Connemara Trail extension in conjunction with the development of Prestwick Place. At least one review and comment period is anticipated. With this proposal, WSB assumes that Connemara Trail will be constructed using local funds, only, and that no State Aid review will be required. Cost: $23,092 Subtask 4: Specifications WSB will Prepare the project specifications consistent with City, ADA, and local regulatory standards. Cost: $5,144 Subtask 6: Quality Assurance/Quality Control WSB will perform quality control reviews regularly throughout the duration of the design to ensure all City and other regulatory agency standards are being satisfied. Cost: $3,122 Subtask 7: Meetings WSB will attend two project meetings with City staff and design team (WSB staff) at times deemed most effective by the City. Cost: $2,438 Subtask 8: Utility Coordination WSB will coordinate with all utilities in the area identified with the Gopher State One Call ticket for the project. This will include conducting a utility coordination meeting. If crossing or encroachments agreements are needed between the city and private utility companies, WSB will assist with in securing these agreements. This proposal does not assume any gas pipeline relocation/lowering work will be required to construct the project. WSB can provide the City with a separate proposal to facilitate relocation work if it is determined necessary to construct the project. Cost: $4,184 Subtask 8.1: Gas Pipeline Potholing WSB is familiar with the project area, and is aware of gas pipeline utilities that exist beneath the proposed Connemara Trail extension. As such, WSB is proposing to coordinate the collection of potholed elevations for the existing pipeline to understand the elevation of the existing pipeline in relation to the proposed roadway improvements. Cost: $2,000 Mr. Brian Erickson January 12, 2018 Page 4 G:\00-MUNICIPAL\Clients - Cities - Counties\Rosemount\Proposals\Connemara Trail Extension\20180111LTR Proposal - Rosemount Connemara Trail Extension.docx Subtask 9: Permits WSB will obtain the following permits in conjunction with the project: • NPDES Permit for Construction Activities • MDH permit for watermain extension • MPCA permit for sanitary sewer extension and MCES approval for any MCES Interceptor connections, if necessary Cost: $2,400 Subtask 10: Bidding The WSB project team will complete all necessary work to bid the project, including: • The preparation of an advertisement for bids. • Publishing the advertisement for bids in both the Rosemount Town Pages and Finance & Commerce. • Uploading the project plans and specifications for electronic purchase. • Delivery of hard copy plans and specifications to the City for sale at City Offices . • Responding to contractor bidding questions. • Issuing addenda as needed. • Attendance at the bid opening. • Preparation of a bid tabulation and a bid summary. • Preparation of a letter of recommendation regarding the bid award. • Preparation of contract documents and the Notice of Award to the contractor once authorized by the City Council. Cost: $3,378 Subtask 11: City Coordination Mitch Hatcher, PE will facilitate all necessary coordination between WSB and the City of Rosemount. Mitch will be responsible for communicating all necessary project schedules and City and developer comments to WSB during the final design of the project, as Mitch does for every developer -led public improvement project. Cost: $1,440 SCHEDULE WSB will work with the City to develop a schedule for final design services that will support the timeline for development within Prestwick Place. It is anticipated that final design work for the project will commence in Spring/early Summer 2018, and may not be completed until early 2019.
