ISSUE Consider receiving the feasibility report, authorizing the preparation of plans and specifications, and setting the improvement public hearing for the 2018 Street Improvements Project. BACKGROUND At the October 3, 2017 City Council meeting, the Council authorized the preparation of the Feasibility Report for the 2018 Street Improvements, City Project 2018-01. On January 30, 2018, a neighborhood informational open house was held to present the project and solicit feedback from the neighborhood. Detailed project information is included in the Feasibility Report available on file in the Engineering Department. A map illustrating the project area is included. A full presentation of the proposed improvements will be made at the Public Improvement Hearing scheduled for March 6, 2018. SUMMARY Staff recommends Council adoption of the attached resolutions receiving the feasibility report, calling for the improvement public hearing and authorizing the preparation of plans and specifications for the 2018 Street Improvement Project, City Project 2018-01. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2018 - A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS 2018 STREET IMPROVEMENTS PROJECT CITY PROJECT 2018-01 WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, consider constructing certain improvements, to-wit: City Project 2018-01, 2018 Street Improvements Project, in the City as described in and in accordance with the feasibility report prepared by the City Engineer; and WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements are feasible, and should best be made as proposed, and the City Engineer’s report to this effect has heretofore been received by Council, and filed with the City Clerk on February 5, 2018. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City Project 470 and places it on file. BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project 2018-01. Droste, Mayor ATTEST: Erin Fasbender, City Clerk CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2018 - A RESOLUTION ACCEPTING THE FEASIBILITY REPORT, CALLING A PUBLIC HEARING FOR IMPROVEMENT AND ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE 2018 STREET IMPROVEMENTS PROJECT, CITY PROJECT 2018-01 WHEREAS, pursuant to Resolution 2017-75 adopted by the City Council on October 3, 2017, a report has been prepared by TKDA with reference to proposed Improvement No. 2018-01 for the improvement of: • December Trail between Diamond Path Road and Shannon Parkway • December Court between December Trail and the cul-de-sac • Dartmoor Court between December Trail and the cul-de-sac • Daybreak Avenue between December Trail and 152nd Street W • Danville Avenue between December Trail and 153rd Street W • Dewberry Court between 152nd Street W and the cul-de-sac • Darjeeling Court between 152nd Street W and the cul-de-sac • 151st Street W between Danbury Avenue and Shannon Parkway • 152nd Court W between Danbury Avenue and the cul-de-sac • 152nd Street W between Diamond Path Road and Darjeeling Path • 153rd Street W between Darjeeling Path and Shannon Parkway • 154th Court W between Danbury Avenue and the cul-de-sac • Darjeeling Path between 152nd Street W and 155th Street W • Danville Avenue between Darjeeling Path and 155th Street W • 155th Court W between 155th Street W and the cul-de-sac • 155th Street W between Diamond Path Road and Danbury Avenue • Danville Avenue between 151st Street W and 156th Street W • 158th Court W between Danville Avenue and the cul-de-sac • 158th Street W between Danville Avenue and a point approximately 520 feet east • 159th Court W between Danville Avenue and the cul-de-sac • Dakota Drive between Danville Avenue and a point approximately 350 feet east, and; WHEREAS, this report was received by the council on February 5, 2018, and WHEREAS, the report provides information regarding whether the proposed improvement is necessary, cost-effective, and feasible; whether it should best be made as proposed or in connection with some other improvement; the estimated cost of the improvement as recommended; and a description of the methodology used to calculate individual assessments for affected parcels. NOW THEREFORE IT BE RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA: 1. The Council will consider the improvement of such street in accordance with the report and the assessment of abutting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes, Chapter 429 at an estimated total cost of the improvement of $1,491,183. 2. A public hearing shall be held on such proposed improvement on the 6th day of March, 2018, in the Council Chambers of the City Hall at 7:00 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law. 3. TKDA is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. ADOPTED this 5th day of February, 2018.
