ATTACHMENTS: Payment Voucher APPROVED BY: LJM RECOMMENDED ACTION: Motion to Approve Payment 1 and Final to Traut Companies for the Well 5 Abandonment, City Project 2017-08 and Accepting it for Perpetual Maintenance BACKGROUND: This item is on the agenda to request approval for Payment 4 and Final to Traut Companies for the Well 5 Abandonment, City Project 2017-08. The final construction amount of $75,280.00 is $13,915 greater than the original contract amount of $61,365.00. The increase in contract amount was due to additional grout required because fractures/caverns within the aquifer were taking up the grout and not allowing for the grout to set within the well casings. Geological caverns and factures such as the ones discovered during this project are common in deep bedrock wells, and there is no way to predict in advance where they exist and how much grout they will consume during construction. Due to the existence of the fractures/caverns within the aquifer, an additional five cubic yards of grout were required to fill the fractures/caverns and bring the grout levels up to grade and to properly seal the Well to MDH code. The project is funded through federal Community Development Block Grant (CDBG) funds that need to be expended. SUMMARY: Staff recommends that Council approve Payment 1 and Final for the Well 5 Abandonment, City Project 2017-08 and accept the project for perpetual maintenance subject to the following conditions. 1. Satisfactorily showing that the contractor has complied with the provisions of Minnesota Statutes 290.92 requiring withholding state income tax. 2. Evidence in the form of an affidavit that all claims against the contractor by reasons of the contract have been fully paid or satisfactorily secured. 3. Consent of Surety to Final Payment certification from the contractor’s surety.
