SPECIAL WORK SESSION PROCEEDINGS
FEBRUARY 20, 2018
CALL TO ORDER
Pursuant to due call and notice thereof a special work session meeting of the Rosemount City Council
was held on Tuesday, February 20, 2018 at 5:00 p.m. in the Council Chambers at City Hall, 2875 145th
Street West, Rosemount.
Mayor Droste called the meeting to order at 5:03 p.m. with Council Members Nelson, Weisensel, and
DeBettignies attending. Council Member Freske was absent.
Staff present included the following;
o City Administrator Martin
o Community Development Director Lindquist
o City Clerk Fasbender
DISCUSSION
2.a. Retail Strategies
Martin presented a brief update regarding the past conversations staff has had with the retail-attraction
consulting firm known as Retail Strategies and explained what the options are moving forward. Martin
also briefed council on the discussion of hiring a potential full-time employee in the Community
Development Department to engage in similar work. This staff person would do the soft skills and be
involved with the city newsletter, twitter, etc. Staff is requesting direction from the council on how to
move forward.
Councilmembers were concerned about the 3-year contract and would prefer a shorter time period.
Martin confirmed, per the agreement, Rosemount would have the right to cancel at any point with a
given notice.
Councilmembers agree that Rosemount needs a big retailer to come in to town and the hopes that
additional retailers would then follow suite. Once Rosemount can make this happen, more residents
and area residents will be inclined to stay or come into Rosemount.
Councilmembers questioned the amount of retailers that Retail Strategies would be connecting with
and whether or not they would be reaching out to local businesses. Staff stated that Retail Strategies
prime focus would be reaching out to retailers, brokers, and developers nationwide and would not be
focusing as much on local businesses.
Councilmembers agreed to move forward with adding this item on the agenda for tonight’s council
meeting and voting on it.
STAFF & COUNCIL UPDATES
Lindquist gave an update regarding the Canada Circle Properties and the inquiries staff has been
receiving about potential buyers inquiring about the lot. Lindquist informed council one interested
buyer will be presenting at the Port Authority Meeting following this special work session tonight.
Mayor Droste gave a brief update regarding the Senate Capital Investment Committee which recently
visited Rosemount while on their tour to discuss upcoming Rosemount Projects.

Councilmember Weisensel provided an update regarding his previous meeting he attended at League
of Minnesota Cities last Thursday.
Lastly, Martin distributed materials for the City Administrator’s annual review. Council is proposing to
do a closed session for a formal review on March 6th following the regular council meeting.
ADJOURNMENT
There being no further business to come before the City Council, Droste adjourned the meeting at
5:46 p.m.
