Mayor Droste called the meeting to order with Council Members Nelson, DeBettignies, Weisensel, and Freske attending. Larry Poppler, the designer from TKDA for the 2018 Street Improvement Project, was also in attendance. Staff present included the following; o City Administrator Martin o Public Works Director Erickson o City Clerk Fasbender The Pledge of Allegiance was said. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS March 6, 2018 Motion: Debettignies Second: Freske Motion to approve receiving the following donations: $2,000 from the Rosemount Lions Club for the Spring Egg Hunt $1000 from Joe Walsh for the Spring Egg Hunt $500 from Dakota Electric for Safety Camp $500 from MN Energy Resources for Safety Camp $300 from CF Industries for the Fishing Derby Ayes: Nelson, Droste, Weisensel, Freske, Debettignies Nays: None. Motion carried. PUBLIC HEARINGS 7.a. 2018 Street Improvements Project Public Hearing, City Project 2018-01 Brian Erickson, PW Director / City Engineer, provided an update of the upcoming 2018 Street Improvement Project. The proposed updates include a mill and overlay of streets south of CSAH 42, between Diamond Path and Shannon Parkway. Erickson showcased a map that shows the exact streets that may be affected. Erickson discussed the estimated project cost at this point and informed council and audience that this is a preliminary estimate; TKDA will provide the final estimate at a later date once the full design is complete and all bids for the project have been received. The current schedule proposes bids to be opened on April 19, 2018. The Assessment Public Hearing will be held May 15th; this hearing is specifically for council to approve the assessments. All residents who are to be assessed will be receiving a mail notification regarding this assessment hearing. Erickson addressed council’s question regarding how staff selected the project location. Each year staff reviews each street in Rosemount and assigns the street a pavement rating based on a zero to one hundred scale with zero being the worse. Erickson presented the 2017 Pavement Rating map to illustrate the streets that were selected for the 2018 Street Improvement Project and discussed the reason these streets were selected. Erickson mentioned a mill and overlay extends pavement over a several decade period. This would be the first mill overlay in this project area. Erickson confirmed, the mill and overlay is the appropriate maintenance task to take place at this time in this area. Erickson made mention that residents will have a phone number they can call during operations with any concerns or questions. This information and what the final project schedule will look like will be communicated to the affected residents at a later date once the final project details are confirmed. Mayor Droste opened the public hearing at 7:25. Mr. Allen Bartelt, of 4042 151st Street West, expressed his concerns regarding last summer’s street improvement project along Shannon Parkway. Mr. Bartelt is questioning whether there is a better plan for where the contractor’s equipment could be parked on overnights and through the weekends as it was an inconvenience and safety hazard having it parked along 151st Street last year. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS March 6, 2018 Erickson addressed Mr. Bartelt’s concern and informed Mr. Bartelt that the Shannon Parkway project was more intense than the proposed 2018 Street Improvement Project. Erickson and TKDA will work with the contractor to find a reasonable spot to have the equipment parked if needed. Mr. Bartelt also had concerns regarding the assessments. Mayor Droste confirmed staff will provide hard numbers once all the bids come in. All assessment questions can be addressed at the upcoming assessment hearing. Mr. Bartelt also suggested staff review the signage at 151st Street West and Danbury Ave as there are no signs informing drivers there is a curve ahead or to slow down. Erickson confirmed staff will take a look at the appropriate signage required at this area and make any necessary signage updates. Mr. McClinton & Karen Webb, of 15235 Danville Ave, expressed his eagerness for the project, but expressed his concern about yard restoration. Mr. Webb has a mature tree which he doesn’t want to lose. Mr. Webb is hoping if the tree does have to get removed, that some sort of an arrangement can be discussed with the city ahead of time. Mr. Webb also made mention of his concern regarding his existing driveway as he is unsure if there would be any impact made to the driveway s as there was work done to the driveway in the past. Leslie Rhoades, of 5140 Danville Ave, had questions regarding what will be done for pedestrian crossings at Danville Ave and December Trail, specifically surrounding any additional markings or crossings. Erickson confirmed the complete design is not finished yet, but staff and TKDA will refer to the Minnesota Manual on Uniform Traffic Control Devices guidelines when determining what to be done in this area. Ms. Rhoades would like a follow up in regards to whether or not the Minnesota Manual exceeds the Federal standards for traffic control, if any consideration is to be done regarding safe routes to school in this area, and the reasoning of why the school crossing sign is currently placed on the north side of December Trail. Robert Hagen of 15135 Crestview Court, would like to have his driveway repaired this spring and was curious as to who he should get in touch with to have this repaired as it may be more convenient to have the work completed when the asphalt machine is near his residence. Erickson confirmed that since this will be on private property; Mr. Hagen can contact the contractor himself to see if they would be available to make any repairs once the contract is awarded. Bill Nelson, of 15041 Derby Circle, had questions regarding how long he would not have access to the streets near his residence. Erickson stated as long as there is no driveway apron work that would need to be completed, the streets will be inoperable for less than a day. If apron work would need to be completed to a driveway then there may be a few days where you would be unable to get into your driveway. Second by Freske Motion to Adopt a Resolution Ordering the 2018 Street Improvements Project, City Project 2018-01. Ayes: Droste, Weisensel, Freske, DeBettignies, Nelson Nays: None. Motion carried. UNFINISHED BUSINESS NEW BUSINESS ANNOUNCEMENTS Mayor Droste reviewed the calendar of events and upcoming meetings for the remainder of February and in March. Council will be meeting at Steeple Center on Thursday to discuss goal setting for 2018. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Nelson, the meeting was adjourned at 8:01 p.m. to a closed session.
