ATTACHMENTS: Siren Map, Pole Design and Siren APPROVED BY: LJM RECOMMENDED ACTION: Discussion only BACKGROUND In 2017 staff evaluated the City’s severe weather sirens. With the continued growth in the area of Akron Ave and Bonaire Path, it has been determined there is a need for an additional severe weather siren in the area. Based on staff’s analysis of coverage, the optimum location for the new siren would be located at the Flint Hills Recreation Complex. As shown on the attached map, this area is lacking coverage with any existing sirens. There are two options available regarding the type of pole to utilize for a severe weather siren. The first option would be a wooden pole, which our sirens have traditionally our sirens have been placed on. The cost of the siren, pole and labor would cost an estimated $22,000 to be installed. The second option available would be to utilize a 100ft galvanized pole. The siren would be positioned approximately 40ft off the ground on the pole. The top of the pole would be utilized to house wireless antennas. This would allow the City to lease space at the top of the pole with wireless carriers; gaining revenue to offset the cost of the severe weather siren and pole. Staff reached out to three different vendors for pricing with regards to the galvanized pole. Pricing ranged from $116,537 at the highest to $61,300 for the low bid given by Vinco Inc. Utilizing the low bid, the siren, galvanized pole and labor would cost an estimated $82,000; however, this cost could be offset with future projected wireless carrier leasing agreements. The current fee for wireless carrier lease agreements is $24,000 per year, so if this pole was leased to two carriers the total cost of the pole would be recouped in two years. As such, staff would recommend upgrading the pole to support wireless carrier leasing capabilities. RECOMMENDED ACTION Discussion only at this time. The high-decibel output provides maximum coverage with minimum installation cost. Radio activation can further minimize installation costs by eliminating the need for leased dedicated control lines. The siren’s projector produces a 60-degree projection of sound which rotates at 3 RPM and can produce three distinct warning signals: steady, wail and fast wail. The 2001-130 siren will supply a minimum of 15 minutes of full power output from its batteries after AC power loss. The siren controls are available with battery operation, AC operation, and AC operation with battery back-up, one-way and two-way radio control, wired or wireless ethernet, satellite/cellular or landline.
