RECOMMENDED ACTION: Motion to Adopt a Resolution Supporting Dakota County’s
Corridor of Commerce Grant Application for Trunk Highway 55
BACKGROUND
At their January 18, 2018 meeting, City Council discussed the possibility of supporting a Corridors of
Commerce by Dakota County. At that time, the budget estimate for this project was approximately $1.5
million based on the County’s Cost share policy. During that discussion, the Council was generally not
supportive of using State Aid Funding to cover this project.
Since that meeting, further discussion between County Engineer Mark Krebsbach and City Engineer
Erickson resulted in a better understanding of the funding impacts of this project. Currently, Dakota
County has not programmed any funding for this project, and should it be selected the County’s
expectation is that the project would be performed and funded by MnDOT as part of the Corridors of
Commerce program with no anticipated local matching funds. This change in understanding of the
County’s perspective on the project has provided staff a higher level of comfort in recommending support
of this application.
SUMMARY
Staff is recommending that the Council adopt the attached resolution supporting this project with no
commitment of city funding.

RESOLUTION 2018 -
A RESOLUTION SUPPORTING DAKOTA COUNTY’S CORRIDORS OF COMMERCE
PROGRAM APPLICATION FOR IMPROVEMENTS TO MINNESOTA TRUNK
HIGHWAY 55
WHEREAS, the Minnesota Department of Transportation (MnDOT) received recommendations
for projects to be funded with $400 million of State Corridors of Commerce Program (Program)
funding through February 5, 2018; and
WHEREAS, the Program provides funding for the construction, reconstruction, and improvement
of trunk highways (TH) for projects not already in the State Transportation Improvement Program;
and
WHEREAS, all submitted projects that meet eligibility criteria will be scored by MnDOT using
legislatively mandated criteria; and
WHEREAS, MnDOT has requested resolutions from all cities and counties that will be touched by
the submitted projects by April 16, 2018, to provide points in the “Community Consensus”
criterion; and
WHEREAS, MnDOT is also seeking resolutions from chambers of commerce for scoring this
criterion; and
WHEREAS, the County submittal for TH 55 two to four lane expansion, County Highway 42 in
Rosemount to the Hastings city limit was approved for submittal by the County Board on January
23, 2018 (Resolution No. 18-071); and,
WHEREAS, there is no commitment to any city funding for these projects, but this may be a
consideration for the City Council at a later date.
NOW, THEREFORE, BE IT RESOLVED, that City Council of the City of Rosemount,
Minnesota hereby provides a resolution of support for the TH 55 two to four lane expansion,
County Highway 42 in Rosemount to the Hastings city limit submitted for the Corridors of
Commerce Program.
