ATTACHMENTS: RFPs, Scoring Summaries and Playground Plans APPROVED BY: LJM RECOMMENDED ACTION: Motion to approve the purchase of playground equipment as submitted by Northland Recreation for Lions and Connemara parks and from Minnesota/ Wisconsin Playground for Chippendale Park. ISSUE On September 28, 2017 staff held neighborhood meetings for the people living near Lions, Chippendale and Connemara parks to let residents know the playground at each park would be removed and new equipment would be installed in the spring. The meeting was also used to gather information about what type of equipment the residents would like to see installed in their neighborhood park. Based on the feedback provided by residents, staff created the attached Request for Proposals (RFP) for each playground. The RFPs were sent to a total of seven playground vendors in the area and we received proposals form six vendors, one proposal for each of the three parks. A copy of each proposal is included in the packet. A review team of three Parks Commission members (Scott McDonald, Craig Nelson and Dave Speich), Parks Supervisor Tom Schuster and Public Works Maintenance staff member Ryan Rausch each independently reviewed the proposals and identified their top two proposals for each park. The Youth Commission also reviewed the proposals and was asked to choose their top two playground plans for each park. The score sheets are included in the packet for your review. Those reviewing the plans for the most part had similar choices as the top proposals. On Monday, March 19, 2018 the Parks and Recreation Commission reviewed the proposals. Staff also invited the residents living near the three parks to the meeting for an opportunity to provide the Parks and Recreation Commission and staff with feedback on the proposals. After much discussion, the Parks and Recreation Commission followed the lead of those who reviewed the proposals and made a recommendation to purchase the playground equipment for Lions and Connemara Park from Northland Recreation/Little Tykes. After input was received the residents living near Chippendale Park, the Commission did not choose the equipment recommended by the review team but instead recommended purchasing the equipment from Minnesota/Wisconsin Playground which is what the neighbors strongly recommended. RECOMMENDATION Staff recommends the City Council purchase playground equipment for Lions and Connemara Park from Northland Recreation/Little Tykes and form Minnesota/Wisconsin Playground for Chippendale Park. Once the proposals are approved, staff will place the order and plan to have the projects ready by June 1.
