Director 7 a. ATTACHMENTS: None APPROVED BY: dls RECOMMENDED ACTION: None, discussion only. ISSUE The Parks and Recreation Department has several projects/initiatives planned for 2018. Listed below are updates on the projects/initiatives: Playground Replacements - Proposals for new playground equipment for Lions, Connemara, and Chippendale Parks were received in February. The City Council approved these purchases at its meeting on April 3. The new equipment has been ordered and we expect it to be installed and ready for use by the beginning of June. Additional Playground Replacements — The playground at Schwarz Pond Park and Winds Park are slated for replacement in 2018. Staff will soon be starting the process for removal and replacement of the these play structures. Flint Hills Athletic Fields — For the past several months, WSB Engineering has been working on construction plans and specifications for the second phase of the Flint Hills Athletic Complex. The second phase will include four new fields, parking lot, trails, and sun shelter. The project is currently out for bid. The bids will be opened on Thursday, April 19 at 11:00 am. Staff will share the bid tabulations with the Commission at our meeting on Monday. Horseshoe Lake Park — Staff recently held a neighborhood meeting in the sales office/model in the Bella Vista Development. The meeting was well attended and provided residents with an update on the status of the park. SRF consulting has been working on plans and specifications for the construction of the park. Staff received recent news that we are being recommended by Dakota County to receive a $250,000 Environmental Legacy Fund grant to help with the construction of the park. Staff expects that we will soon put this project out for bid and start construction this summer. Greenway Trail Design Dunmore and Bella Vista - Staff received recent news that we are being recommended by Dakota County to receive $56,000 in Environmental Legacy Fund grants to help with the construction plans and specs for the Dunmore and Bella Vista Greenways. Dugout Improvements UMore Ballhelds - In 2017, DCTC requested that concrete block dugouts and a large concrete bleacher pad be added to the north field at the UMore complex. The college has agreed to pay for the improvements, including all planning and design costs. The City does have bids for this project and is waiting to hear back from DCTC as to if they want to move forward on the improvements. If the college agrees to move forward, the improvements will happen this fall. Parks Master Plan — We are nearing the completion of our Parks Master Plan update for 2040. We have completed our work on collecting input rom the public and have updated a majority of the plan. We still have some mapping to update and then will share the draft plan with the Commission. Staff expects the plan to be complete by early June. Dugouts at Erickson Park — The City has identified funding to install dugout fencing and roofs similar to those recently added to Shannon Park. Due to the late spring, staff expects that this project will get started in the late fall. Facilities Task Force - The City Council would like to begin a process to assess the City's long-term need for recreational amenities. A consultant would assist the City in determining the local/regional market's capacity for supporting such facilities, while stating what amenities a facility of this nature should include based on the results of the market analysis. A thorough engagement process with local stakeholders would gauge support and feedback on desired amenities. The City anticipates the production of a report as a result of this process, documenting the steps taken as a part of this effort and recommended future actions needed to pursue stated opportunities. Steeple Center Sidewalk Replacement — Staff has received quotes for replacing the old concrete sidewalk south of the Steeple Center. As soon as the weather permits, staff will be working with a contractor to remove the old concrete sidewalk and replace it with a brick paver walkway. Arena Condenser Replacement — Staff has received bids for replacing the condenser at the Rosemount Area. We are planning to remove the old unit and have the new unit installed when the ice is out during the month of May. The condenser is the original unit that was installed in 1993 when the building opened. Inver Grove Heights Ice Agreement — For the past several months the City of Rosemount, RAHA and the City of Inver Grove Heights has been working on an agreement that would have the City of Rosemount and RAHA sharing in the cost to make improvements on one of the sheets of ice at the Inver Grove Heights Community Center. In return for the cost sharing of the two Rosemount organizations, RAHA would receive priority use of prime time ice on the west rink in Inver Grove Heights. Inver Grove Heights currently has the project out for bid and will soon share the bid results with the City of Rosemount and RAHA. Once we receive the bids results, the City of Rosemount and RAHA will decide if we still want to move forward. Carroll's Woods and Schwarz Pond Park Restoration — Staff received recent news that we are being recommended by Dakota County to receive $71,300 in Environmental Legacy Fund grants to help with the restoration of Carroll's Woods and Schwarz Pond Park. Staff expects to start the restoration work in the fall of 2018. Family Resource Center Expansion — The City has requested that the Family Resource Center Expansion project be included in the States 2018 bonding bill for 2018. The request is for partial funding. We should know more in June of 2018. SUMMARY This information is being provided to the Commission as an update to what his happening with projects and initiatives in the Parks and Recreation Department and no action is being requested.
