Regular Meeting Call to Order: Pursuant to due call and notice thereof, the Regular Meeting of the Planning Commission was held on Tuesday, April 10, 2018. Chair Kenninger called the meeting to order at 6:30 p.m. with Commissioners VanderWiel, Clements, Mele, Freeman, Reed, and Schwartz attending. Also in attendance were Community Development Director Lindquist, Senior Planner Klatt, Planner Nemcek, and Recording Secretary Armstrong. The Pledge of Allegiance was said. Additions to Agenda: Swearing in of new Commission Members Reed and Schwartz by Mayor Droste. Audience Input: None. Consent Agenda: None. Old Business: None. Public Hearing: 5.a. Opus and UMore Business Park City of Rosemount Comprehensive Plan Amendment for UMore Business Park – Opus and General UMore parcels. (18-23-CP & 18-24-CP) Senior Planner Klatt gave a brief summary of the staff report for the Planning Commission about updating the 2030 Comprehensive Plan. Chair Kenniger questioned where the 2040 MUSA line was changed. Klatt showed on detail map. Kenniger questioned if the City has jurisdiction to approve or disapprove changes after the plan submission, Klatt responded yes the City has final decisions over zoning. Commissioner Mele questioned if the City is aware of the possibilities of a plan development with more business park space. Community Development Director Lindquist stated that the map is obsolete now but was the best guess at the time of it was made. It does set the thresholds of the URA document. She emphasized the City should be nimble and efficient to attract businesses amidst stiff competition from other cities near the metro. Commissioner Reed questioned if UMore has long-term plans for the land. Lindquist stated that UMore will not be the developer of the land and the City remains in conversations with UMore on the site future. The public hearing opened at 6:58 p.m. Public Comments: Al Bester of Hampton asked the commission why UMore isn’t paying property taxes and if the City can check to see if they are doing “research” on each parcel. MOTION by Clements to close the public hearing. Second by Freeman. Ayes: 7. Nays: 0. Motion Passes. The public hearing was closed at 7:01 p.m. Community Development Director Lindquist stated that because of state law and University status, UMore does not pay property taxes. Lindquist stated that with future development to this land, taxes will be collected. PLANNING COMMISSION REGULAR MEETING MINUTES APRIL 10, 2018 PAGE 2 Additional Comments: MOTION by Mele to recommend approval of an amendment to the 2030 Rosemount Comprehensive Plan to change the future land use designation of approximately 160 acres in the northwest portion of the UMore property from AGR-Agricultural Research to BP-Business Park and to further expand the MUSA to include the subject property (Opus). Second by Clements. Ayes: 7. Nays: 0. Motion Passes. MOTION by Clements to recommend approval of an amendment to the 2030 Rosemount Comprehensive Plan to change the future land use designation of approximately 314 acres of the UMore property immediately east of the Dakota County Technical College and north of 152nd Street East from AGR-Agricultural to BP- Business Park and to further expand the MUSA to include the subject property (UMore). Second by Freeman. Ayes: 7. Nays: 0. Motion Passes. 5.b. McMenomy City of Rosemount Comprehensive Plan Amendment Request for Properties North of 160th Street and East of Chippendale Avenue. (18-16-CP) Planner Nemcek gave a brief summary of the staff report for the Planning Commission including background and location of site. He stated that the owner of the land has approached the City about potential high-density residential development. Commissioner Clements inquired about the safety of traffic with increased cars present. Nemcek stated that Engineering would likely move access off Chippendale as far north off 160th Street. Nemcek continued that there has been no application for development at this time. The public hearing opened at 7:10 pm. Public Comments: None. MOTION by Freeman to close the public hearing. Second by Mele. Ayes: 7. Nays: 0. Abstention: Motion Passes. The public hearing was closed at 7:11 p.m. Additional Comments: None. MOTION by VanderWeil to recommend approval of an amendment to the 2030 Rosemount Comprehensive Plan to change the future land use designation of the three parcels located North of 160th Street and East of Chippendale Avenue from NC-Neighborhood Commercial to HDR-High Density Residential. Second by Mele. Ayes: 7. Nays: 0. PLANNING COMMISSION REGULAR MEETING MINUTES APRIL 10, 2018 PAGE 3 5.c. Canada Circle City of Rosemount Comprehensive Plan Amendment Request for Properties at Canada Circle. (18-15-CP) Community Development Director Lindquist gave a brief summary of the staff report for the Planning Commission including information about the interest of a business owner to open a retail space. The public hearing opened at 7:20 p.m. Public Comments: None. MOTION by Schwartz to close the public hearing. Second by Clements. Ayes: 7. Nays: 0. Motion Passes. The public hearing was closed at 7:21 p.m. Additional Comments: MOTION by Schwartz to recommend approval of an amendment to the 2030 Rosemount Comprehensive Plan to change the future land use designation of the Canada Circle properties from RC-Regional Commercial to BP-Business Park. Second by Clements. Ayes: 7. Nays: 0. Motion Passes. Old Business: None. New Business: None. Reports: None. Discussion: None.
