ATTACHMENTS: Location Map, Canada Circle Final Plat APPROVED BY: K.L. RECOMMENDED ACTION: Motion to recommend the City Council approve a Simple Plat for Canada Circle without conditions. SUMMARY The Planning Commission is being asked to consider a Simple Plat request to combine several lots into two parcels in the Canada Circle area. The properties that comprise the two lots are derived from excess right-of-way associated with relocation of Hwy 3. The City had owned some of the land and uses the western portion of the site for public works activities. Other parcels were obtained several years ago with the intention to permit relocation of Downtown businesses that might be displaced due to redevelopment activities. For example parcel 7A was purchased in 2006 and held without use until now. The properties are owned by a combination of the City of Rosemount and the Rosemount Port Authority. The City will retain ownership of parcel 2, with Lot 1 being sold to a company for development purposes. It is anticipated that review of the project will come before the city for review soon. Guide Plan Design: BP- Business Park Current Zoning: PI- Public Institutional and BP- Business Park BACKGROUND The City acquired properties to allow relocation of businesses within the Downtown that may be displaced by Downtown redevelopment activities. The City purchased the larger parcel, 7A from Dakota County in 2005. Other excess right-of-way was obtained from the County and State. The property east of the site has been used by the City for some time. The old “Rosemount dump site” is used by the Public Works department for storage and staging. That activity will continue after Lot 1 is developed. The property line between the two lots on the plat was created based upon the existing 2 site. The line is 10’ from the existing retaining wall in the north, and the barrier wall created by the City in the south. ISSUE ANALYSIS The Subdivision Ordinance allows use of the simple plat procedure is there are only three commercial lots created and the resulting properties meet the ordinance criteria. Simple platting combines the review for preliminary and final plat into one action. The properties meet the ordinance criteria for lot width and size. Parcel 2 has frontage along Hwy 3, but will gain access from a private off of Canada Circle, cutting across right of way south of the plat. The existing driveway will be relocated. CONCLUSION & RECOMMENDATION Staff recommends approval of a Simple Plat request for the Canada Circle plat. This recommendation for approval is based on the information provided to the Planning Commission.
