ATTACHMENTS: Water Main Extension Proposal; Gate Valve Replacement Proposal APPROVED BY: LJM RECOMMENDED ACTION: Motion to Approve a Change Order Repairing Three Valves and Extending the Water Main as part of Well House 16, City Project 416 BACKGROUND On October 3, 2017, City Council awarded the construction contract for Well House #16 to Rice Lake Construction Group (RLCG). Since that time the contractor has made extensive progress and now that the spring is here they are working to complete their underground pipe work. Some of this work includes connections near the Bacardi Water Tower and Well 14. As RLCG began excavating near Well 14 they found that the contract plans were incorrect and as a result additional large diameter water main piping will be required. Since this was not shown in the plans, there is an additional cost to extend the main and repair the driveway to the tower. The additional cost is $32,365 and will be part of the construction project. In addition, there are three 16 inch valves that are leaking. This problem came to light last year during the maintenance performed on the Bacardi Tower, and staff had anticipated repairing those within the next two years. However, since the contractor has an excavation in that same vicinity, RLCG was asked to provide a proposal to replace those valves. Their estimate was $30,322 and staff compared that to a quote from a different contractor, which was approximately 20% higher. As a result, staff requested the contractor replace these valves at the same time as the work on the main extension. The funding for this cost will come from the Water Budget as part of the Contracted Repair and Maintenance line item 601- 49400-01-403.00, which currently has a $50,000 balance. Due to the urgency of this work, the contractor has been authorized to proceed with the extension and valve repair. Staff is bringing this forward to ensure that Council is aware of the additional expense of $62,687 needed for this work. SUMMARY Staff recommends Council approve a motion to allow the contractor to repair three leaking valves and extend the existing 24” water main as required to complete construction of Well House 16, City Project 416. April 18, 2018 WSB & Associates 178 East 9th Street St. Paul, MN 55101 Attn: Greg Johnson, PE RE: Well House No. 16 - Rosemount, MN RLCG Project No. 1728 COP – Site Conditions Change – Well 14 – REVISED 2 Greg, Rice Lake removed the concrete thrust block on April 17th 2018, We have discovered that the actual connection onto the 36” pipe will need to be made in an area that will include an excavation that will impede the Well 14 access road and concrete curb. I have attached revised pricing to complete this work. 1. Connect onto the existing 36” with 24” ductile and extend 30’ to the west and continue on with contract piping work. Total cost to complete this work as discovered total cost is $27,425.00. 2. Added cost for an excavator large enough to do the work associated with the 36” pipe and trench box as well as additional manpower to assemble the machine once on site is an additional $4,940.00. Total Revised Cost using a 470 excavator needed for this work is $32,365.00. Rice Lake is planning to start this work on Monday, April 23rd. W e have the following items on HOLD until a signed change order is in place. 1. Large Excavator moved in to install pipe and shoring box 16’-17’ deep. ** The cost to move the large excavator in to the site is significatntly more than anticipated due to road restrictions. This machine needs to be dis-assembled, bucket, arm and counterweight need to be hauled separate from the main machine. 2. Rental on a trench box. 3. Purchase of piping materials. This was not part of the original contract and Rice Lake is requestiong an additional 5 working days be added to the revised project substantial and final completion dates.
