HomeMy WebLinkAbout20180205 - Minutes of the February 5, 2018, Regular Meetiging ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 5, 2018 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Monday, February 5, 2018, 2018, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members Nelson, Weisensel, and Freske attending. Staff present included the following; o City Administrator Martin o City Clerk Fasbender o Chief of Police Scott o Parks & Recreation Director Schultz o City Attorney Tietjen The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Martin stated there were no changes. Motion by Nelson. Second by Weisensel Motion to Adopt the Agenda as presented. Ayes: Nelson, Droste, Weisensel, Freske Nays: 0. Motion carried. Receive donation from CF Industries Council member Nelson wanted to thank CF Industries for their continued support to our fire department. Motion by Nelson Second by Freske Motion to receive and spend donation from CF Industries to purchase Emergency Medical Training Dummies Ayes: Nelson, Droste, Weisensel, Freske Nays: None. Motion carried. PUBLIC HEARINGS UNFINISHED BUSINESS NEW BUSINESS 9.a. Joint Powers Agreement with City of Inver Grove Heights Schultz discussed the opportunity to acquire more ice time at the Inver Grove Heights Community Center (IGHCC), which has two ice rinks (east & west rink). Rosemount Area Hockey Association (RAHA) currently uses approximately 200 – 225 hours of ice at the IGHCC. Inver Grove Heights (IGH) is offering a chance for RAHA to get a total of 550 peak hours of ice at the IGHCC from November 1 through February 28 on an annual basis. In return for getting the additional ice at IGHCC, the City of Inver Grove Heights is asking both the City of Rosemount and RAHA to help pay for repairs to their west rink. The engineer’s estimate to make the necessary repairs to the west rink at IGHCC is $1,011,000 and staff is anticipating the estimate will be less once the bids come back. The cost would be split between the City of Inver Grove Heights and the City of Rosemount, with RAHA reimbursing the City of Rosemount one half of the portion that the City of Rosemount will be responsible for. Schultz discussed the City of Rosemount and RAHA would not be responsible for any additional operating costs or capital improvements to the IGHCC. The City Attorney is currently working on a JPA between the City of Rosemount and RAHA that will outline RAHA’s plans of paying for half of the City’s costs. The city would only be required to pay what is outlined in the JPA. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS FEBRUARY 5, 2018 Schultz mentioned the need for RAHA ice discussion that took place during the work session earlier this evening and stated the need for Rosemount ice has not gone away, in spite of the recently failed referendum. RAHA currently uses Rosemount ice at its max capacity. One of staffs’ main concerns is if council decides to not go forward with this agreement, IGHCC may leave the rink as turf all year round and we will be back to square one trying to find ice. This agreement will allow Rosemount time to evaluate our needs for ice in the coming years. Schultz pointed out a clause in the agreement that once staff evaluates the bids in May, if staff feels the bids are not in line with our budget expectations, or if staff is unable to come to an agreement with RAHA, staff could notify IGH and not move forward with the agreement. Mayor Droste made the point that he does not feel comfortable adopting this with an Exhibit B that doesn’t make mention of preliminary costs or will be modified when actual numbers come in. Attorney Tietjen recommended that if council move a motion to pass this item to add a condition upon the numbers changing and the council’s approval is conditioned upon that. Motion by Nelson Second by Freske. Motion to approve the City of Rosemount entering into a Joint Powers Agreement between the City of Inver Grove Heights and the City of Rosemount Relating to the Veterans Memorial Community Center West Rink Improvement Project and to authorize the necessary signatures with the conditions in Payment Schedule Exhibit B charges to be consistent and written as explained after the bidding process Ayes: Nelson, Droste, Freske Nays: Weisensel. Motion carried. Council member Weisensel took the opportunity to thank staff for the work they completed for this opportunity, although this particular deal is something he cannot currently support. ANNOUNCEMENTS Mayor Droste reviewed the calendar of events. City offices closed, for Presidents Day, on Monday, February 19th. The next City Council regular meeting will be held on Tuesday, February 20, at 7:00 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Weisensel, the meeting was adjourned at 7:32 p.m. Respectfully Submitted, Erin Fasbender, City Clerk
